**Job summary**:
The Home Office and Constabulary Liaison Officer is responsible for ensuring effective liaison is maintained with the Station Commander/Head of Establishment, Military and Civilian employees and local residents.
A ‘standalone’ position working with a high degree of autonomy, this role is to provide an on-site single point of contact (SPOC) between the Unit employees (including its associated off-site community) and Home Office/policing agencies with a view to maximising the flow of relevant intelligence; enhancing working relationships with partners to enable advantage; establishing joint working initiatives to address policing concerns/issues; provide coherent, timely solutions in order to protect the Unit’s reputation, its people and its licence to operate.
**Job description**:
The main goals of the Home Office and Constabulary Liaison Officer (HOCLO) include the requirement to:
- Gather and handle information, intelligence and evidence from a variety of sources, in line with legislation, policies and guidance, taking the appropriate action to support investigations, law enforcement and criminal justice proceedings.
- Work remotely and unsupervised ensuring taskings are delivered daily, using available resources in the most cost-effective manner, in accordance with the processes set out in the SOP’s, SLA and Local Orders.
- Attend regular site meetings, provide high visibility foot and mobile patrols specifically in areas such as service family accommodation and schools used by the site and including any other areas as required by the Unit.
- Take a leading role in establishing effective localised partnerships to problem solve, engage with, reassure and support organisations, groups and individuals across defence and local communities.
- Effectively engage with victims, witnesses, suspects and the vulnerable, in accordance with equality, diversity and human rights considerations, to provide initial support, direct towards relevant services, establish relationships and gather information that prevents and reduces crimes.
- Maintain awareness of potential and actual risks to individuals, taking appropriate action to protect and support those in need of public protection to pre-empt or effectively address safety/vulnerability issues.
- Conduct effective and efficient priority and high-volume investigations as requested in-line with standards of investigation to inform the development of high-quality case files and initiation of criminal justice proceedings.
- Conduct first line analysis of information, intelligence and evidence to determine significance, generate lines of enquiry, inform decision making and support evidence-based policing.
- Justify and professionally account for actions to ensure adherence to legal frameworks and key working principles, policies and guidance.

**Person specification**:
The successful applicant will require the following:
- Ability to gather, handle and analyse a range of information
- Strong communication skills; the incumbent is required to form strong links with outside agencies, and engage with individuals at all levels, communicating in a professional manner
- Self-motivation, able to prioritise own workload
- Willingness to work flexibly; inc being on-call out-of-hours, over weekend and leave periods.
- Commitment to enlist within the Police Special programme, in order to conduct effective and efficient priority and high-volume investigations, develop high-quality case files and initiate criminal justice proceedings.
- Holds/can obtain Developed Vetting clearance.
- Has experience and/or competency in front line policing.
Desirable Criteria:
- Warrant Card (Community Police Officer)
- Intimate knowledge and experience of MOD/Defence Policing.
