The Online Safety Programme Manager will be responsible for planning, structuring and executing our ambitious work programme to establish the Online Safety regime and ensure Ofcom are ready from day one of our new powers to help people live a safer lifeonline. Our programme integrates five critical streams of interdependent activity, and multiple diverse projects across policy, technology, research, operations, people, ICT as well as dependencies on government and external stakeholders.

You will need to pragmatically bring together a diverse set of colleagues from across Ofcom, facilitating cross team working, encouraging realism in plans, unblocking issues and ensuring honest assessment of progress.

**Key Responsibilities**

Operating at a fast-pace this role will:
Establish clear line of sight from legislative duties, regulatory regime design and strategic priorities to deliverables and plan.
- Impact assess proposed changes against plan and objectives; with implications, recommendation and decisions communicated to all relevant stakeholders.

Maintain overall programme plan accurately reflecting constituent workstreams, clearly visualising priorities, dependencies and allowing realistic assessment of progress.
- Facilitate detailed planning for all workstreams, challenging realism and resource assumptions, drawing out dependencies

Ensure programme remains on track, identifying and acting on slippage/ change to milestones/ deliverables/ dependencies, ensure impacts are understood and make recommendations to stay on course.
- Make honest assessment of progress and status identifying early where intervention is needed.
- Challenge workstreams to find opportunities to accelerate progress, deliver early benefits, mitigate risks.

Effective engagement of workstream leads
- Lead regular check-ins to surface and resolve key issues/ blockers and creating a sense of urgency and common cause.
- Create a safe environment for colleagues to call out if they aren’t getting what they need to progress and ensure teams understand the plan and the impact if their activity slips.

Collaborate with the wider programme governance / PMO
- Support prioritisation and rapid decision making.
- Identify and escalate issues/ blockers that cannot be resolved within the programme.

**Skills, Knowledge and Experience**
- Track record managing complex, high profile programmes.
- Demonstrable excellent stakeholder engagement.
- Depth of knowledge to challenge teams on assumptions, plans, recommendations.
- Taking full responsibility for achievement of objectives with a 'get the job done’ attitude.
