You will join the National Communications Data Service (NCDS) who are accountable for delivering and maintaining centrally provided Communications Data (CD) services to ensure that the CD needed by operational users, is available, accessible and usable.

The COPO Implementation Programme is a fast-paced, dynamic environment with multiple, concurrent phases of delivery and a wide range of high-profile, engaged stakeholders. **Job description**:
We are seeking a proficient and experienced project manager to direct and manage the business change and onboarding activities of Requesting Authorities (RAs) for the COPO capability.

The Implementation Delivery Lead role is pivotal in ensuring the successful delivery of COPO as the role is a lynchpin between the programme and operational users. The postholder's key responsibilities involve close collaboration with operational users and cross-functional workstreams, ensuring that each phase of the project aligns with the overall objectives and timeline; with responsibility for ensuring timely and efficient onboarding of stakeholder organisations.

**Key Responsibilities**:
**Delivery Management**: Lead on developing and managing the plans to deploy the COPO capability to Requesting Authorities. Ensuring assumptions and dependencies are mapped and work is properly planned and sequenced within COPO, wider NCDS and relevant organisations. Work with the planning lead to monitor delivery and ensure plans are kept up-to-date and delivery risks and issues are flagged in a timely manner and utilise the expertise of delivery teams to troubleshoot emerging problems and recommend corrective action. Support resource modelling for the workstream with other work stream leads across the programme.

**Stakeholder Engagement & Management**: Build strong, collaborative and effective working relationships with the user community and with enabling Home Office teams. Support the creation and delivery of accurate communications materials (e.g. lines to take documents, FAQ, external presentations). Ensure stakeholders concerns are managed and addressed, escalating where necessary.

**Line Management and Leadership**:Line management responsibility for a small team of civil servants and consultants. Providing direction, clear communications and embedding a culture of continuous development and delivery excellence. Ensuring plans are fully resourced and feeding into the overarching programme resource plan highlighting areas of conflict and pressure points where required.

**Commercial Support**:Work with workstream leads to identify and plan resource requirements, providing challenge where necessary to ensure the programme receives Value for Money. Support commercial and financial planning through regular engagement with the Finance Lead. Own and manage relevant commercial contracts on behalf of the programme.

Note: The post-holder may be required to carry out other duties within the scope of the grade and within the limits of their skill, competence, and training.

**Working Pattern**

This role is suitable for part-time working hours, with a minimum requirement to work 4 days per week.

The current building location for this role is Soapworks, Manchester and 2 Marsham Street, London.
