This role is instrumental in supporting public sector contracting authorities to assess themselves against common commercial standards using the commercial continuous improvement assessment framework (CCIAF). Drive consistency in the planning and management of buying goods, works and services, ensuring contracts and relationships with suppliers realise value for money and result in delivery of high-quality public services.
You will be a senior member of the commercial profession and part of the leadership team for the Strategy, Communications, Standards and Oversight pillar of the Strategy, Assurance and Standards Team. You will also have direct and matrix management responsibilities.
**Person specification**:
- Lead the development and management of senior Departmental and Wider Public Sector relationships to set, promote and assure the GCF commercial standards and assessment framework;
- Take a lead role in the team (and with others) to provide scrutiny, recommendations and oversight to the implementation and compliance to commercial standards and improvement plans;
- Responsibility for the co-ordination of central government changes and policy reforms;
- Responsibility for building collaborative relationships and account management with Government Departments and Wider Public Sector Contracting Authorities;
- Contribute to the development of effective tools and organisational continuous improvement techniques to provide assistance to Departments and the Wider Public Sector in assessing, baselining and continuously improving their commercial capability;
- Have a risk and opportunities mindset, providing timely advice to officials and Ministers on both programmes/projects and wider Departmental delivery to Commercial Operating Standards - overseeing the development of, assessing and interpreting commercial pipelines of activity;
- Work across the Strategy, Communications, Standards and Oversight team (and GCF) to assist the Deputy Director and Director to achieve business plan objectives for the function and to disseminate good practice in the team and across Government in order to improve overall commercial capability;
- Lead and coach departments within your portfolio on continuous improvement activities and support their improvement plan delivery;
- Grow and evolve the team’s approach to commercial excellence, including supporting and the continuous improvement of the Commercial Standards, the Assessment Framework, Improvement Plans and other outputs related to commercial assurance and commercial continuous improvement;
- Line (and/or matrix) management of commercial staff performance and development (as required) - in the context of portfolio management and delivery;
- You will play a key role in coaching and developing other staff within the team and wider function.
**Technical skills**:
