**Job summary**:
We’re looking for a User-Centred Policy Designer to lead the integration of design thinking and user-centred principles into the heart of our policy development process. This is a pivotal role in shaping policies that are not only aligned with our regulatory objectives but also accessible, inclusive, and impactful for pension savers.
You’ll lead design-driven policy innovation, working across multidisciplinary teams to embed user-led approaches into regulatory frameworks. You’ll guide the design and implementation of policy interventions, ensuring they are informed by user needs, behaviours, and evidence-based research. This includes championing co-design and participatory methods, shaping strategic direction, and supporting the transition to design-led methodologies across TPR.
You’ll also play a key role in service transformation, driving the adoption of innovative tools and practices, and fostering a culture of continuous improvement. As a leader, you’ll mentor junior designers, build internal capability, and represent TPR in external forums, contributing to the wider pensions and regulatory landscape.
**Job description**:
The User-Centred Policy Designer is responsible for leading the design activities for policy interventions that align with TPR’s regulatory objectives. They guide design-led policy approaches and ensure that policy solutions meet both user needs and regulatory compliance requirements.
In collaboration with the Sector Innovation Policy Lead and Continuous Discovery Lead, the User-Centred Policy Designer will drive innovation in policy design, placing user needs at the heart of TPR’s regulatory and strategic processes.
**Person specification**:
- Experience delivering user-centred policy design initiatives and embedding design thinking into policy practice.
- Ability to lead complex projects and guide cross-functional teams through end-to-end delivery.
- Experience using evidence and user insights to shape or improve public policy.
- Understanding of how case management systems (e.g. Dynamics 365) can support organisational goals.
- Skilled in mixed methods research and data analysis to inform design.
- Ability to communicate complex ideas clearly to a range of audiences.
- Experience facilitating stakeholder engagement and co-design processes.
- Comfortable working in dynamic environments and managing multiple priorities.
- Experience mentoring others and building internal capability in design practices.
