**JOB TITLE: MANAGEMENT SUPPORT OFFICER (HR/EDUCATION)**
**REPORTS TO: Team Leader - **_Administration_

**SALARY BAND: LH 3**
**Job Summary**
The Management Support Officer (HR/Education) will ensure that the systems related to human resource management are current, effective and compliant with legislation and in addition will provide general administrative support to the organisation ensuring efficient day to day management of the surgery.
**Responsibilities**:
The post holder will:
Operational Responsibilities Human Resources
- Co-ordinate the recruitment of staff and provide a general personnel management service.
- Ensure that all staff are legally employed and they meet the necessary employment standards.
- Initiate, co-ordinate, deliver, record and monitor all staff training
- Effectively manage the training budget.
- Develop and implement effective staff appraisal and monitoring systems alongside practice/operations managers.
- Maintain up-to-date HR documentation, ensuring contracts of employment are provided to all staff and that all relevant employment legislation is followed.
- Keep up to date with changes in employment legislation, informing staff and amending practice policies as required.
- Ensure an operational knowledge of the practice and accounting systems in order to deputise for the Management Support Office (Finance).
- Provide administrative support to the organisation.
- Co-ordinate and administer payroll (including overtime) to the specification of the payroll provider in order for the provider service to manage payroll and pension services.
- Ensure HR related records are kept up to date, including ensuring completed documents are returned within an agreed time frame and followed up if not returned
- Monitor, record and report sickness
- Conduct attendance review meetings and support management with escalation of sickness absence in line with sickness policy
- Complete and submit National workforce spreadsheets
- Reach all pre-set and agreed KPI’s
- Support provision of trainee GP allocations

**Contribution to the Implementation of Services**
- Discuss with other members of the team how the policies, standards and guidelines will affect own work.
- Understand the impact of employment legislation upon operations within the Practice.
- Carry out robust record keeping arrangements which are compliant with the practice retention policy.
- Liaise with and report to the Partners and the Management team.
- Provide an efficient administrative support service as required.
- Be conversant with and implement the Health and Safety at Work Act, Employment Law, The Data Protection Act and other legislation relative to the role.
- Be conversant with the CQC outcomes and ensure they are complied with
- Undertake any relevant training as required relating to organisational standards and changes to software or systems.
- Develop harmonious and effective relationships across all practice teams and with patients.
- Undertake effective professional development as necessary to keep up to date with current requirements and in line with Practice policy.
- Discuss with other members of the team how the policies, standards and guidelines will affect own work.
- Participate in audit where appropriate and produce reports as required.
**Infection Prevention & Control**

**WORKING CONDITIONS**
The post holder will be required to use VDU frequently, for prolonged periods of time.

**1. Academic/**Vocational Qualifications**
5 GCSE’s (A*C - 9-4) or equivalent including maths and English
Recognised Microsoft Office Qualification (e.g. ECDL) or demonstrable experience
HR/Secretarial qualification or relevant experience
Chartered Institute of Personnel and Development Level 3 Foundation Qualification or above.
AMSPAR Medical Terminology Level 2
**2. Experience**
Demonstrable experience of systems related to people management and appraisal system
Ability to interpret data and construct spreadsheets to help inform management decision making
Experience of utilising Microsoft office software
Experience of dealing with the public and professional organisations
Knowledge of Primary Care Education Strategy
Relevant experience in an Admin environment
