**Job summary**:
The Home Office Central Crisis Command (3C) has been established to provide a centralised command, control, and coordination function to manage departmental level crises and build the necessary capabilities to increase its ability to prepare for future events that could become a crisis.

The last few years have demonstrated how global political, social, and economic events have a significant impact on the UK government, individual government departments, and the general population. The Head of the Central Crisis Command will need to consider how the department invests in its preparedness to tackle these topics and work across all Home Office Missions and Capabilities to ensure there is a centralised crisis management response.

Since 3C was formed less than a year ago it has worked to implement a new crisis doctrine, established a Home Office wide crisis management community, develop a training and exercising programme, established a crisis horizon scanning function and develop standardised crisis response plans which collectively is there to ensure a quality operational response in times of crisis. It will ensure appropriately skilled and experienced resources are allocated and rostered, and place staff welfare at the heart of our response. It has defined departmental crisis triggers and exit procedures, collating and analysing data to better understand and continually improve on its offering to the organisation.

The 3C team have activated a crisis response across on numerous occasions over the last year, already demonstrating its value to the organisation. Examples of these include the Sudan Evacuation, Manston detention centre overcrowding, Operation London Bridge, Industrial Action and the Coronation. However, 90% of crisis management is in preparation and 3C leads on crisis preparedness. As 3C move into its second year it will need to mature is preparedness capability and consider the necessary investment required to make this a success. 3C will need to consider how it can lead the way across government in some areas of crisis response and consider how it can establish itself as a centre of excellence.

**Job description**:
The Head of 3C is accountable for making sure the Home Office has the skills, knowledge, capabilities, and behaviours that enable the department to manage the variety of crises it may need to respond to, both proactively and reactively. The post holder will build, deliver, review, and continuously improve a long-term strategy for crisis management across the Home Office.

The post holder will need to be able to work across the whole department and government, often in ambiguous crisis environments, exercising a high degree of independent consideration and recommendations on how the department should take forward crisis work which cuts across political, operational, and reputational risks. The post holder will work with Director Generals, Permanent Secretaries, other senior officials, and Ministers to ensure the department manages crises. The post holder will often be required to represent the department at cross government senior official and cabinet level forums, such as COBRs.

Much of the work required to deliver against a long-term strategy for crisis management will be outside of the direct control of the post holder, so they will need to be able to demonstrate they can influence and negotiate relationships to achieve the necessary outcomes for the department.

**Key responsibilities include**:

- Accountable for the long-term strategy on crisis management across the Home Office.
- Accountable for the departments crisis preparedness capability and implementing a maturity framework to measure its effectiveness.
- Building crisis management capability across the Department.
- Lead the crisis management community across the Home Office.
- Accountable for ensuring 3C continually stands at operational readiness to respond to and manage crises as and when they occur, through the Departmental Operations Centre.
- Be a crisis leader, positioning the Home Office as a leader in crisis management.
- Responsible for increasing senior leaders’ confidence in the department’s ability to respond to crises.
- Represent the Home Office at Senior Official and Ministerial meetings, such as COBR.
