**Job description**:
The Land Transport National Security (LTNS) Division is responsible for policy, regulation and industry engagement, including compliance inspection of regulated activity in relation to counter-terrorist security on: the national rail network; London Underground and other light rail networks; buses and coaches; the Channel Tunnel and its rail services; and mitigating the threat from vehicles being used as weapons.
This role sits in the Domestic Rail Security team who are responsible for setting security policy and regulations to protect passengers and staff from acts of violence on domestic rail networks in Great Britain. You will be primarily responsible for providing security advice and development of policy guidance on protective security measures for transport infrastructure, with a current focus on stations. This will require working collaboratively with stakeholders across the department and its agencies, other government departments (OGDs), industry, police and security and intelligence agencies.
As the post will have visibility of research and analysis, and you will use this to inform development of security options, this is also an opportunity for someone with an interest in Science, Technology, Engineering and Mathematics (STEM) to develop understanding of the role of such research, how it relates to policy and its exploitation.
**Responsibilities**
You will:
- Provide security policy advice into new railway infrastructure and redevelopments. This includes departmental inputs into Threat and Vulnerability Risk Assessments (TVRA) or Operational Requirements (OR) for those projects where the threat is deemed high enough. Develop TVRA training alongside British Transport Police (BTP).
- Act as the first point of contact for DfT and industry stakeholders for the Security in the Design of Stations (SIDOS) guidance document. Lead its update in light of emerging threats and mitigations and develop further guidance where necessary.
- Develop and maintain effective relationships with internal and external stakeholders including, the rail transport industry, BTP, National Protective Security Authority, National Cyber Security Centre and other Government Departments on a range of transport security issues.
- Be the Secretariat for the Domestic Rail Security Research Exchange Forum and act as Policy Lead for security research projects.
- Support DfT’s operational response to a terrorist attack on the rail network, to also include participation in planning, training and exercising.

**Person specification**:
You will have excellent interpersonal skills, and someone who champions engagement and gains rapport quickly with others to build positive working relationships with your colleagues across Government and key industry partners. You will be a highly motivated, ambitious individual with excellent organisational skills and experience of prioritising workloads to adapt to competing demands.
You are comfortable working independently and will have good decision-making skills. You are a strong communicator, has the ability and confidence to hold difficult conversations and can influence and challenge effectively to manage expectations.
Previous experience in transport security policy or operation would be beneficial but is not essential.
**Further information**:
You will have the option to be based in our London office attracting the London salary, or in Leeds or Birmingham attracting the National salary. If based in Leeds or Birmingham, occasional travel to our London office will be required for key meetings and team events.
A minimum **60%** of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance. Occasional travel to other DfT offices will be required.
