**Job description**:
- Would you like to join a critical programme for addressing climate change? In 2019, the UK became the first major economy in the world to legislate to have “net zero” carbon emissions by 2050, meaning we will no longer be a net emitter of greenhouse gases which contribute to climate change Carbon Capture, Usage and Storage (CCUS) can play a crucial role in reaching net zero. It can be an engine to drive cleaner, sustainable growth, transforming our industrial heartlands. It can also unlock new jobs and innovative businesses, raising productivity and competitiveness across the UK.
- We are looking for a policy advisor to be part of the CCUS Transport and Storage negotiating team playing an important role in ensuring Governmental priorities on CCUS are achieved, including negotiating the Economic Licence and other contracts with Transport and Storage Companies (T&SCos) to incentivise them to build and operate the network to transport and store carbon for the first phase of the CCUS programme.**Person specification**:
Coordinate and drive the team’s input into the programme-wide business cases
Plan and deliver publication and any consultations on the Economic License and other contractual material, including leading engagement with Private Offices and planning and delivering Perm Sec and Ministerial clearances of submissions (including write rounds).
Aid in the implementation of Subsidy Control Framework applicable to T&SCo. Help to obtain approval by senior committees for the framework and associated recommendations on how to deal with subsidy control issues. This includes gaining approval from the SAU and ensuring that there is alignment with subsidy control positions of the programme.
Support the identification and development of a of exemptions and derogations, to be negotiated with Cabinet Office and the treasury. Manage and mitigate where possible impacts of classification to the central government sub-sector.
Interface with other CCUS and wider Whitehall team on development of CCUS related legislation (e.g. third party access to CCUS networks.
Support the team’s delivery of key workstreams, including financing, the development of the economic regulatory regime, the development of project development plans.
**Skills and experience**
Be exceptionally organised and have experience of prioritising workloads to meet conflicting and sometimes ambiguous objectives and deliver in fast-paced environments.
Have experience of collaborative and relationship building skills, working professionally with external and internal stakeholders and drawing on expertise and information across disciplines.
Have excellent written and verbal communication skills for both internal and external audiences
