Job summary

The Scottish Prosecution College (SPC), part of the Crown Office and Procurator Fiscal Service (COPFS), plays a critical role in developing the legal and operational capability of Scotland's prosecution service.

As a Learning and Development Specialist, you'll be at the heart of this mission — leading the design and delivery of structured, high-impact learning programmes that support leadership development, legislative change, and organisational excellence.

As a Learning Advisor, you will be a key contributor to the design, delivery, and evaluation of structured learning programmes. You'll work closely with subject matter experts and project teams to ensure learning solutions are aligned with organisational priorities and meet the diverse needs of learners.

Job description

SCOPE OF THE ROLE

  • Contribute to the development of leadership and management development programmes as well as other priority learning
  • Collaborate with subject matter experts to ensure content is accurate, relevant, and aligned with business needs
  • Apply project management methodology to deliver learning projects at pace, ensuring quality standards are maintained throughout development and delivery
  • Lead the end-to-end design and delivery of learning programmes, applying adult learning theory, blended learning approaches, and inclusive design principles
  • Ensure all learning content and delivery methods meet equality, diversity, and accessibility standards, in line with the College's education and learning framework

ROLE SPECIFIC DUTIES

  • Design and curate learning content to support structured learning and development programmes for different levels of leadership and management roles, working to standards set out in the Leadership and Management framework and People Strategy
  • Deliver engaging and interactive learning using a range of delivery methods including face to face and virtual
  • Provide L&D expertise in the scoping and design of other priority learning, such as legislative and policy change, ensuring College standards (that includes the full learning cycle, adult learning theory and blended learning solutions) are followed
  • Ensure the full learning life cycle is followed in line with the College's education and learning standards, ensuring design and delivery is inclusive and compliant with equality and accessibility requirements

Person specification

You must be a skilled and confident learning professional with experience designing and delivering engaging leadership and management development to managers at all levels in organisations. You should be confident in managing end-to-end learning projects and working collaboratively with subject matter experts and stakeholders.

We're looking for someone who is creative, and detail-oriented — someone who can translate complex information into clear, learner-friendly learning experiences. Strong communication and influencing skills and a proactive approach to problem-solving will be essential for success in this role.

EXPERIENCE

  • Skilled in developing and delivering engaging leadership and management learning for first line, middle and senior managers from various specialisms
  • Skilled in building strong working relationships and communicating effectively with stakeholders at all levels, including mid-level and senior managers
  • Strong background in leadership and management development, with the ability to design and deliver structured programmes aligned to organisational frameworks
  • Proven ability to manage end-to-end learning projects, from scoping and needs analysis through to evaluation and benefits realisation
  • Skilled in working collaboratively with subject matter experts and stakeholders to ensure learning content is accurate, relevant, and impactful

TECHNICAL

  • Ability to develop engaging blended learning solutions across face-to-face, virtual, and online format
  • Skilled in developing blended learning solutions using a variety of techniques and approaches
  • Analytical and detail-oriented, with a creative approach to problem-solving and continuous improvement in learning design and delivery
