On behalf of Transport Scotland, we are currently recruiting for a Procurement Advisor (Inside IR35) for a contract to run up until the end of May 2026, hybrid based in Glasgow.

As a Procurement Advisor, your main responsibilities will be:

  • Lead sourcing and tendering for ITSO HOPS services
  • Develop strategies aligned with goals and best practices.
  • Ensure fairness and transparency.
  • Negotiate and manage contracts for best outcomes.
  • Set clear KPIs and service levels.
  • Keep contracts adaptable for future changes.
  • Ensure compliance with laws and Transport Scotland policies.
  • Create procurement documents (ITTs, evaluation criteria).
  • Follow audit and due process requirements.
  • Work with teams, agencies, and suppliers.
  • Advise on strategy, risk, and compliance.
  • Run workshops to align procurement with needs.
  • Keep accurate procurement records.
  • Identify process improvements.
  • Support reviews and lessons learned.

Essential:

  • End to end procurement experience
  • Proven experience in Public Sector Scottish procurement, ideally within transport or technology programmes.
  • Strong understanding of procurement legislation and frameworks
  • Excellent negotiation, communication, and stakeholder management skills.
  • Ability to manage multiple priorities and work independently.

Desirable:

  • Ideally you will hold experience in using DPS frameworks
