About this opportunity
We have an excellent opportunity for an experienced and motivated Development Management Area Manager to join Westmorland and Furness Council, leading one of our area-based planning teams within the Thriving Places Directorate.
Our Development Management Service plays a crucial role in shaping the places where people live and work, ensuring that new development aligns with national and local planning policies, contributes positively to our communities, and supports sustainable and inclusive growth.
As Area Manager, you will be responsible for overseeing the delivery of the development management function within your designated area. Reporting to the Development Management Service Manager, you will lead and develop a team of planning professionals; ensuring planning applications are processed efficiently, effectively, and in line with statutory requirements and Council objectives.
You'll play a key role in supporting strategic and local planning priorities, fostering high-quality development, and ensuring transparent and robust decision-making. You will also act as the lead professional for your area, working closely with elected Members, developers, agents, and local communities.
Key priorities include:
- Leading, managing, and mentoring a team of planning officers to deliver a high-performing, customer-focused service.
- Overseeing a diverse and challenging caseload of planning applications, including major and complex developments.
- Ensuring decisions are consistent with planning law, policy, and good practice.
- Providing professional advice and reports to planning committees, and representing the service at meetings and public consultations.
- Promoting service improvement, quality assurance, and strong stakeholder relationships.
- Supporting the continuous professional development of staff and ensuring operational efficiency across the team.

Who we are looking for…
We are seeking an experienced and forward-thinking planning professional with a strong background in development management and a passion for delivering great outcomes for people and places. You'll be a confident leader, an effective communicator, and a collaborative team player who thrives in a busy, complex environment.
You will hold chartered membership of the Royal Town Planning Institute (RTPI) and a degree in Town Planning, Urban Planning, or a related discipline.
You will also bring:
- Significant experience in development management, including managing or supervising a planning team.
- Strong understanding of UK planning legislation, national and local policy frameworks, and decision-making processes.
- Proven leadership, coaching, and team development skills.
- Experience handling complex or contentious planning applications and appeals.
- Excellent analytical, problem-solving, and decision-making skills.
- Strong written and verbal communication skills, with the ability to engage confidently with Members, developers, and communities.
- A commitment to service excellence, innovation, and continuous improvement.
