About IBCA The Infected Blood Compensation Authority (IBCA) is a new arm’s‑length body set up at an unprecedented pace to administer compensation to people whose lives have been impacted by the infected blood scandal. IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. IBCA employees will be public servants. Successful applicants will join the Civil Service Pension Scheme. The mission means IBCA is likely operational for approximately 5 to 7 years; when winding down, employees will receive support to transition to other Civil Service roles or external employment. Role: Performance Measurement & Analytics Lead As the Performance Measurement & Analytics Lead you will define the strategy and delivery model for producing KPIs and measuring success that informs the Executive Committee, policy and operational leads, other IBCA functions and across the UK government. You will build close relationships with IBCA business areas, ensuring KPIs and performance frameworks meet organisational needs while aligning to IBCA’s strategic objectives and value framework. You will champion how IBCA measures itself and work closely with stakeholders in Programme Delivery, Operations, Digital, Service, HR, and Finance. We are looking for a highly motivated individual with a drive for social impact to join the advanced analytics and intelligence leadership team, quickly getting to grips with how we evaluate the success of a greenfield organisation set up at pace. You will be a visible leader, providing technical and strategic leadership to your team, and supporting a G6 to shape an advanced analytics and intelligence unit. You will confidently lead on performance measurement, identify opportunities to create change, and proactively deliver a vision. Responsibilities Develop performance frameworks and KPIs to enable IBCA to measure its success and understand the organisation. Work closely with internal and external stakeholders to ensure their needs are met and that success measures align with their understanding and the organisation’s strategic objectives. Understand tracking capabilities, identify gaps and raise them to appropriate teams to develop tracking plans to cover the gaps. Lead and manage a group of analysts who will build out performance frameworks for various areas around IBCA. Essential Qualifications Experience of developing KPIs and performance frameworks for an organisation (Lead Criteria). Proven track record in a technical leadership role with significant experience in business intelligence or operational/performance management information analytics. Excellent communication skills (written and oral) and significant experience in senior customer and stakeholder engagement; ability to communicate complex technical detail to colleagues and leadership at all levels. Ability to capture customer requirements and identify gaps. Strong critical thinking: filter and synthesise large amounts of information to produce clear, logical and concise statements of information. Desirable Qualifications Familiarity with agile delivery concepts and principles. Knowledge of government governance structures such as business cases, annual reviews, annual reports and accounts, and government service standards. Technical Skills Performance measurement.
