- This role sits within HMRC’s Knowledge Analysis and Intelligence (KAI) directorate, which provides analysis, research and statistics to inform HMRC policy and operational development.
- This role sits in the Compliance Strategy and Insight area which focuses on ensuring that HMRC understands how its work in helping taxpayers pay the right tax, affects the amount of money the department receives. It also helps shape the departments future strategy in aiding compliance for all taxpayers.**Job description**:

- You will lead a team of circa four analysts taking ownership of analysing HMRCs compliance performance which is a key performance measure for HMRC. This role is a high profile and varied in nature and will provide opportunities for exposure, engagement and influence with leaders and decision makers across HMRC.
- You will support your team to develop their skills and products. Projects are likely to span across a range of taxes, compliance behaviours (such as tax evasion avoidance or error) and types of interventions.
- Working closely with colleagues across the department, the team is responsible for:
- Maintaining analysis of one of HMRCs key performance requirement through discussion within HMRC and with Treasury and the Office for Budget Responsibility. Demonstrate the link between this, HMRCs funding needs, the tax gap and planning for future investment in compliance activities.
- Reporting of HMRCs compliance performance through publication in the HMRC annual report and leading HMRC through understanding annual changes in performance and productivity. Feeding this understanding into the wider team’s work on Budget and Spending Reviews.
- Supporting HMRC to move its compliance strategy into delivery, by leading analysis of what HMRCs Tax Administration Strategy will mean for taxpayers (those who do and don’t pay the right tax). This includes understanding the impacts of investment in compliance and evaluating those investments.
- Supporting HMRC in ensuring that its measurement of tax generated by HMRC activities is the best estimate that can realistically be expected. Propose, support and develop analytical projects to develop this understanding alongside a wider stakeholder group of operational, analytical and financial colleagues.
- Leading the governance of analytical approaches to compliance activities through monthly panel discussions and present discussion of these outcomes at director led steering groups.
- Line management of circa four analysts, helping meet their development needs within the role.
- Contributing and supporting the wider team through busy fiscal event (budget/spending review) periods.

Although we will accept all locations listed, the team is currently based in Manchester and Stratford.
- This is a non-badged analytical role. The successful applicant will be encouraged to go through the formal process to become a badged statistician, operational researcher or economist once they have taken up the role. This means they will become a member of the relevant profession:

- Meet the minimum qualification criteria for professional badging (see above and attached document).
- Advanced excel experience.
- Good communication skills in challenging environments with an ability to deliver a challenging message with sensitivity or holding your ground.
- An ability to plan and prioritise competing demands for work.
- Experience of leading an analytical team or project which involved work managing others.
