Strategic Development Engineer Permanent, Full Time £42,679 to £50,211 per annum Location: Chelmsford Working Style: Anywhere worker Closing Date: 5th January 2025 This role is contractually based at County Hall offices in Chelmsford.
As an 'anywhere worker', this role allows for remote-working combined with regular office attendance and the requirement to carry out site visits and meetings across Essex.
Essex Highways will over the coming years strive to modernise the service, specifically around leveraging value from technology and raising customer engagement.
The Strategic Development Engineer will work with colleagues across Essex County Council to provide highways and transportation input to nationally significant infrastructure projects and garden communities and form part of a team delivering the Council's Strategic Development service across Essex, securing and coordinating privately funded highways and transportation infrastructure in conjunction with the planning process to meet the challenges of delivering the Local Planning Authorities' targets for housing and employment for Essex.
With significant experience in development management, land use, transport planning and project management and membership of the appropriate professional body, this role will liaise directly with government, strategic partners and other agencies, to implement integrated land-use and transport strategies.
Evidence of delivering a high quality environment for the residents of Essex by taking a major role in place shaping initiatives, carbon reduction, managed infrastructure and greater levels of sustainable travel.
Accountabilities In conjunction with colleagues across Climate, Environment and Customer Services and Economy, Investment and Public Health provides highways and transportation input to nationally strategic infrastructure projects and delivers major projects and re-generation initiatives within the relevant districts to achieve sustainable development and re-generation enhancing travel opportunities.
Supports Districts with transportation issues advice and other related services.
Responsible for maximising opportunities for credible travel alternatives to enable the development of active and sustainable transportation infrastructure and development, which reduce carbon and enhance accessibility to key services.
Acts as expert witness at, Examinations in Public, Public Inquiries and Hearings, delivering detailed evidence as subject matter expert for transportation policy and practice issues, liaising with Counsel and solicitors during case preparation.
Work collaboratively with County and District Officers to provide transportation input to Local Plans, ensuring development can safety access the highway network and access key services sustainably reducing reliance on the use of private cars Contributes to quantifying, evaluating, and formulating responses to statutory and other consultations in respect of nationally strategic infrastructure projects, major strategic planning proposals, in line with Government and Council Policies.
Securing appropriate mitigation for the existing transport network and where required working with colleagues in National Highways and Active Travel England Work closely with developers, local planning authorities, consultants, solicitors, and other statutory and non-statutory bodies to instruct Essex Legal Services in the preparation of legal agreements.
Delivers specialist advice and guidance on transportation and S.106 matters across the Council.
Attends committee meetings to support District and County planning colleagues and to advise members on highways and transportation issues and policies.
Delivers the handover process of developer funded highway works between the Strategic Development team and scheme delivery teams within Essex Highways.
Skills, knowledge and experience Educated to degree level in related subject or equivalent proven experience in the field of Transportation issues.
Evidence of continuing professional development, and expert knowledge in relevant professional area with membership of the Chartered Institute of Highways and Transportation, Institute of Highway Engineers, the Royal Town Planning Institute, or other appropriate professional body.
Evidence of significant post qualification experience in the field of development management, land use and transport planning, planning policy and project management and implementation.
Good understanding of capacity assessment models, traffic generation database and traffic forecasting techniques to enable analysis of Transport Assessments Knowledge and understanding of transport planning policy and practice, town and country planning processes, nationally significant infrastructure project processes, development proposals, garden communities, transportation project implementation and planning legislation and current highways and transportation guidance documents including The Manual for Streets and Cycle Infrastructure Design (LTN 1/20).
Experience of managing the development and implementation of the highway aspects of major development proposals including statutory processes.
Ability to build strong partnerships which are collaborative and engender delivery.
Please note that the job role requires you to be mobile throughout an operational area.
Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
