Job Description Job Title: Procurement Specialist (MCIPS) Reports to: Head of Procurement & Contract Management Department/Unit: Procurement Department Purpose To ensure all non-payroll spending complies with statutory, regulatory, and government requirements while meeting organisational needs.
Job Purpose To provide professional recommendations relied upon by the organisation for strategic and contractual decisions affecting projects with lifetime budgets exceeding £1 million.
Key Dimensions Senior-level professional procurement support requiring MCIPS qualification.
Authority to make independent decisions on procurement matters.
Responsible for developing and implementing strategic procurement policies and ensuring legal compliance.
Mentor and support other procurement staff while managing critical contracts.
Drive continuous improvement of commercial terms, policies, and service-level agreements.
Principal Accountabilities Tender Management : Oversee end-to-end tender processes, including scoping requirements, evaluation, and awarding contracts.
Ensure compliance with statutory guidelines and oversee similar work undertaken by procurement professionals.
Compliance and Value for Money : Ensure spending aligns with government value-for-money principles.
Uphold standards of openness, probity, propriety, and control.
Project Support : Participate in strategic projects as a project team member or board participant.
Provide contractual and procurement expertise to support project delivery.
Policy Development : Continuously improve commercial terms, policies, and service-level agreements.
Ensure procurement policies align with organisational goals and compliance requirements.
Risk and Compliance Management : Identify, manage, and mitigate procurement risks within the organisation's risk management framework.
Ensure health, safety, and security compliance within procurement processes.
Stakeholder Engagement : Provide expert advice to stakeholders, ensuring alignment with legal and regulatory requirements.
Support project managers in planning, negotiating, and delivering procurement outcomes.
Knowledge, Skills, and Experience Professional membership and MCIPS qualification.
Experience in public sector procurement and general business issues.
Expertise in goods and services procurement across categories such as Professional Services, IT, FM, and Travel/Fleet.
Proven ability to develop procurement strategies and negotiate contracts.
Comprehensive understanding of contract law and non-standard contract requirements.
Knowledge of EU procurement regulations and modern contract forms.
Strong organisational, analytical, interpersonal, and communication skills.
Ability to work under pressure, balance competing priorities, and meet deadlines.
