About the Role

The Leeds City Council is seeking a highly skilled and experienced professional to fill the position of Early Help Locality Lead. This role is a key part of the council's efforts to provide high-quality support to children and families in need.

Key Responsibilities
  • Lead the strategic and operational management of Early Help Services within a defined geographical area of Leeds.
  • Develop and implement effective leadership and management strategies to ensure that children and young people, their families, and other professionals receive the support they need to achieve the best outcomes.
  • Work closely with schools and other educational settings to strengthen cluster working arrangements and ensure seamless delivery of Early Help Services.
  • Champion the Leeds aspiration to become a child-friendly city and support the development of community-based working across the locality.
  • Manage the Early Help Service case management within Early Help teams and ensure effective referral and intervention pathways across service areas.
  • Support the delivery of programmes of strategic significance to the Council and drive continuous improvement initiatives through leading and contributing to cross-Council projects.
  • Be responsible and accountable for all financial resources within the service area, ensuring value for money and working within financial regulations.
Requirements
  • Demonstrate extensive knowledge and understanding of the Leeds Practice Model and its application in Early Help Services.
  • Experience of supporting the development and sustainability of the city's Early Help cluster model and Early Help Community and Family Hub approach.
  • Ability to provide strategic leadership to expand and embed family-led decision making and Asset Based Community Development approaches across Early Help Services.
  • Ability to support high-quality, evidence-based practice and ensure the service facilitates high support and high challenge.
  • Experience of managing services and achieving quality transformational outcomes.
  • Ability to manage competing priorities, ensuring delivery on a range of programmes and adapting to changing circumstances.
  • Experience of senior leadership and management relevant to the area of service delivery.
  • Experience of strategic and operational resource management, including the evaluation of competing priorities and managing accountabilities.
  • Significant experience of leading change programmes, driving up standards and performance.
  • Significant experience and commitment in relation to engagement in decision-making processes.
  • Detailed knowledge and understanding of economic strategy and policy, local government political systems, and experience of working on politically sensitive issues.
  • Significant experience of developing productive working relationships with Council Members, trade unions, and Corporate Leadership Team.
