As a key member of the Housing Regulation team within the Private Sector Housing service for Portsmouth City Council, you will play a crucial role in delivering responsive and effective services to individuals seeking assistance with their homes. Your primary focus will be on ensuring compliance with housing standards and licensing regulations for properties in multiple occupation (HMO).

The successful candidate will be responsible for:

  • Receiving, assessing, and addressing customer demands related to private sector housing, particularly the private rental sector.
  • Conducting reactive, routine, or proactive visits to private rental properties and undertaking Housing Health & Safety Rating System (HHSRS) assessments as necessary.
  • Collaborating with landlords and tenants to resolve issues and find the best solutions, prioritizing the retention of tenants in their homes whenever possible.
  • Investigating complaints related to statutory duties or regulations.
  • Carrying out inspections and monitoring to ensure compliance with legislation and local policy regarding HMOs.
  • Providing guidance, advice, and assistance to customers, ensuring regulatory compliance through education and support.
  • Committing to the continuous development of the service and personal professional growth.

Requirements:

  • Desirable: Holding a level 6 qualification in housing, environmental health, environmental science, housing engineering, or construction.
  • Desirable: Associate level CIEH membership, member level of the CIH, or membership of another relevant body, with evidence of continual professional development (CPD).
  • Essential: Education up to level 3 in a relevant housing, construction, or environmental health qualification, and demonstrable experience working with stakeholders in the private rental sector.
