Role Overview:

The successful candidate will be tasked with supervising and directing the Network and Information Systems team alongside various ICT initiatives. This role is crucial for ensuring adherence to applicable regulations, executing key components of the Trust's ICT strategy, and facilitating the Regional eHealth Programme's implementation.

Collaboration with diverse service leaders and stakeholders, both internal and external, is essential, as is the effective management of personnel and resources.

Key Responsibilities:
Network and Information Systems Oversight:
  • Serve as the NIS Lead to guarantee compliance with the NIS Regulations 2018.
  • Conduct annual self-assessments against the Cyber Assessment Framework (CAF).
  • Lead the creation of CAF submissions and action plans following verification audits.
  • Advise on enforcement measures to rectify compliance deficiencies.
  • Prepare for and oversee verification audits conducted by the relevant authority.
  • Document and evaluate incidents reported under the NIS Regulations.
  • Ensure ongoing application of NIS principles as an Operator of Essential Services.
  • Provide guidance on NIS Regulations to service leaders.
  • Coordinate with the Assistant Director (ICT) regarding regulatory compliance.
ICT Project Coordination:
  • Develop detailed and feasible project plans, adjusting as necessary.
  • Perform Option Appraisals and draft Business Cases in line with Trust and DoH standards.
  • Establish and execute Communication Strategies and Stakeholder Engagement Plans.
  • Lead business analysis efforts and assist in documenting service requirements.
  • Create Benefits Realisation Plans and carry out post-implementation evaluations.
  • Research and spearhead the assessment and selection of innovative technology solutions.
  • Oversee procurement processes, including specifications, contract negotiations, and acceptance testing.
  • Manage project finances and authorize invoices.
  • Guide and lead teams through project execution to maximize system utilization.
  • Conduct risk assessments and formulate mitigation strategies.
  • Implement project management using PRINCE2 methodology, ensuring proper governance.
  • Review peer projects and formulate policies for continuous quality enhancement.
  • Ensure integration across various services and programs.

Essential Qualifications:
  • A University degree in an ICT discipline or a recognized equivalent professional qualification, along with relevant experience in ICT projects.
  • Alternatively, an HND or equivalent qualification in an ICT discipline with additional years of experience in ICT projects.
  • Or, a minimum of six years of experience in ICT projects.
  • Practical experience with the Microsoft Office suite, including Word, Excel, PowerPoint, Project, and Outlook.
  • Current PRINCE2 Practitioner Certification or willingness to obtain it within six months of appointment.
  • A valid UK driving license and access to a vehicle upon appointment, with exceptions made for applicants with disabilities.
