Job Title: Head of Strategic Portfolio Office

Page Executive is seeking an experienced Head of Strategic Portfolio Office to lead our change portfolio management function.

About the Role

The successful candidate will be responsible for designing and operating key controls that underpin successful portfolio and project management. This includes:

  • Our Change Management Framework.
  • Our Change Delivery Governance (at all levels of the bank, excluding departmental).
  • Capacity Planning with a focus on supply vs demand.
  • Post-Implementation Reviews and Lessons Learned.
  • Quality Assurance across all aspects of the Change Framework.

The Head of Strategic Portfolio Office will also lead the project plan, ensuring a balanced plan that achieves the bank's overall plan and delivers target outcomes in line with the Strategic plan. This includes:

  • consistent and joined-up outcomes are defined across the project Plan.
  • appropriate processes in place to manage the mobilisation of change and ongoing management to time, cost, and quality.
  • appropriate oversight of Portfolio level costs, schedule, risks, and benefit delivery ensuring intervention actions initiated as required.

The successful candidate will also be responsible for delivering all Project Plan reporting, including:

  • All reporting of the project Plan for the Director of Change Delivery.
  • Provision of insight, guidance, and support to both delivery teams and exec teams in the identification, managing, and unblocking of issues hindering progress.
  • Development of management information which supports enhanced decision making, prevent project failures, and enable opportunities to be realised.

The Head of Strategic Portfolio Office will also lead the PMO activities covering both Portfolio and individual project/programme support. This includes:

  • The operating model for the function, ensuring resources are suitably skilled and deployed effectively to deliver the required outcomes of the project Plan.
  • The maintenance, development, and operation of PMO tools and repositories.
  • The standard Roles and Responsibilities for project leadership, ensuring project sponsor and project managers are suitably skilled and informed.
About You

We are looking for a senior-level professional with experience of collaborating closely with executive teams and senior managers on the ongoing review of a business-wide change portfolio. The ideal candidate will have:

  • Senior level experience of collaborating closely with executive teams and senior managers on the ongoing review of a business-wide change portfolio.
  • Senior level skills and experience of leading collaborative activity to review and prioritise project activities and in developing detailed business case submissions.
  • Significant experience of undertaking robust diagnostic and discovery activity and business analysis activity.
  • Experience of leading and developing a Portfolio Management Office function (for portfolios up to £100m annual spend).
  • Skills and experience in delivering the key components of Air Traffic Control for effective management of the portfolio view.
  • Subject Matter Expert in the range of Portfolio Management disciplines.
  • Experience of portfolio planning within a complex regulated business.
  • Extensive delivery experience of IT and/or Change (preferably senior programme manager, programme director, head of IT) and working with Board/Director level.
