Job Title: Regulatory Affairs Manager

This is a unique opportunity to shape the development of Ethical Based Regulation (EBR) in the water sector. As a Regulatory Affairs Manager, you will be responsible for building and maintaining a positive and collaborative working relationship with WICS, the economic regulator of Scottish Water.

The role involves leading the development of the Strategic Review of Charges 27 (SR27) regulatory settlement, delivering the 2025 Annual Report on SW's performance to WICS, and supporting the development of Scottish Water's 25-year strategic plans. You will also be responsible for managing two key teams, economics and assurance, as well as a small number of external contractors and consultants.

Key Responsibilities:

  • Develop and maintain a strong relationship with WICS to ensure trust and confidence in Scottish Water's approach to EBR.
  • Lead the development of the SR27 regulatory settlement, including the development of the business plan and the delivery of the annual report.
  • Manage the economics and assurance teams to ensure the delivery of high-quality regulatory submissions to WICS.
  • Build strong working relationships with key internal stakeholders, including the senior leadership of the strategy and regulation directorate.

Requirements:

  • Economics or accountancy background.
  • Experience in economic regulation at a senior level.
  • Deep understanding of regulatory finances.
  • Expert analysis, financial modeling, synthesis, and report writing skills.
  • Stakeholder key account management and influencing skills.
