Job Title: Strategic Operations Lead

Job Summary:

The Strategic Operations Lead will play a key role in managing and developing services within the Education Directorate. The successful candidate will be responsible for leading on Compliance and Risk, managing specialist officers, and ensuring appropriate financial procedures are implemented.

Key Responsibilities:

• Manage specialist officers responsible for delivering Compliance, Risk, Health and Safety, and devolved Finance activities.
• Plan, anticipate, and identify customer, directorate, and corporate performance improvement requirements and priorities.
• Ensure compliance with relevant legislation, standards, and specifications.
• Liaise with external regulatory agencies, including the Health and Safety Executive and Public Health.

Requirements:

• Educated to SCQF level 9, including a degree or equivalent.
• Experience of operational delivery within the public sector, successful business change, resource management, and performance management.
• NEBOSH General Certificate in Health and Safety (essential).
• Strong consultancy, facilitation, and influencing skills.

The Ideal Candidate:

• Will be able to work with the Service Manager, Directorate Operations Team, Education Managers, and School Leaders to develop and plan strategies relating to Compliance, Risk, and Finance.
• Will be able to identify, plan, and assess progress of projects and manage their interdependencies.
• Will have strong organisational and business awareness and be able to respond to customer needs.
• Will be able to model positive behaviours in dealings with others and consistently demonstrate Fife Council's values.
