Director of Clinical Governance

Job Summary
The Head of Governance and Quality will provide senior leadership and direction to ensure effective governance mechanisms are in place within the corporate areas and divisions of Liverpool Women's NHS Foundation Trust.
Main Responsibilities
- Strategically lead and manage the Trust's clinical governance department, working collaboratively with divisional governance teams to ensure quality assurance, risk management, and service development in relation to the Trust's governance agenda across divisions.
- Lead the divisional governance teams in planning and implementing effective service developments, working closely with managers and clinicians to improve clinical practice.
- Formulate plans for governance, quality improvement, clinical audit, and complaints across the divisions.
- Ensure maintenance and monitoring of clinical standards, including the development and implementation of evidence-based practice, clinical effectiveness, clinical standards, and national performance indicators.
- Manage and develop trust-wide digital risk and incident management systems.
- Provide highly specialist advice, support, and guidance to clinicians and senior leaders on quality governance, risk, patient and public involvement, evidence-based practice, and the development of guidelines for specific patient groups.
- Investigate and respond to the Trust's most serious incidents, including liaison with commissioners.
- Analyse and interpret quality information across divisions and produce recommendations for changes in practice.
- Deliver training on quality governance, clinical effectiveness, and risk management, working closely with central and divisional teams to develop new courses.
- Liaise with leadership teams to ensure the implementation of quality governance arrangements.
- Ensure alignment with the Be Brilliant Accreditation Scheme and compliance with the CQC's fundamental standards.
- Plan and implement new reporting and feedback systems.
- Fulfill the role of the Trust's Medical Devices Safety Officer, working with providers, the Associate Medical Director, and clinical leads to ensure safe, clinically valid, and effective medical devices.
Patient Safety
- Lead the Trust's development in relation to the NHS Patient Safety Strategy and its associated actions.
- Participate in the Cheshire and Merseyside Northwest of England Patient Safety Collaboratives.
- Develop and maintain relationships with internal and external patient safety improvement work stream leads.
- Work with the Director/Deputy Director of Nursing and Midwifery, Associate Director of Quality & Governance, and Clinical Leads to ensure challenges and barriers to patient safety are identified and addressed.
- Develop and implement a communications strategy for the Trust's patient safety programs.
- Work with divisional governance colleagues to ensure Duty of Candour processes are in place and undertake an annual audit.
- Manage and analyze the Trust's patient safety-related information assets.
- Lead on the review and updates of the Patient Safety Incident Response Framework, including the Trust's Patient Safety Incident Response Plan and Policy.
Leadership and Management of Staff
- Represent or deputize for the Associate Director of Quality & Governance as required.
- Deliver effective transformational leadership, ensuring staff are led, managed, and supported.
- Deal with disciplinary and capability concerns, including acting in a professional advisory capacity for Trust-wide hearings and investigations.
- Provide coaching and mentoring support to the Governance Team.
- Engage staff in promoting staff wellbeing.
- Ensure recruitment and retention of staff with the required competencies.
- Lead working parties and groups to develop and improve service delivery, protocols, and guidelines.
- Advise, encourage, and share knowledge through literature and peer reviews.
- Ensure staff development and training takes place.
- Disseminate relevant research findings and reports to support clinical practice and education.
- Manage the performance and contribution of direct reports.
- Provide highly visible leadership across the divisions.
- Promote effective staff engagement and demonstrate role modeling as a senior leader.
- Ensure high standards of people management, including appraisals, supervision, and personal and professional development.
Financial Responsibilities
- Manage the budgets for the Quality Governance Department in accordance with Trust Financial Standing Instructions.
Other Duties
- Carry out any other reasonable duties within the overall function, commensurate with the grading and level of responsibility of the post.
