Job Title: Head of Governance

At Liverpool Women's NHS Foundation Trust, we are seeking a highly skilled and experienced individual to fill the role of Head of Governance. This is an exciting opportunity for a senior leader to join our team and contribute to the delivery of high-quality patient care.

Key Responsibilities:
  • Strategically lead and manage the Trust's clinical governance department, working collaboratively with divisional governance teams and having overall responsibility for quality assurance, risk management, and service development in relation to the Trust's governance agenda across divisions.
  • Lead the divisional governance teams in planning and implementing a range of effective service developments and working in close collaboration with managers and clinicians to improve clinical practice.
  • Responsible for the formulation of plans for governance, quality improvement, clinical audit, and complaints across the divisions.
  • Responsible for ensuring maintenance and monitoring of clinical standards, including the development and implementation of evidence-based practice, clinical effectiveness, clinical standards, and national performance (clinical) indicators.
  • Management and development of trust-wide digital risk and incident management systems.
  • Provide highly specialist advice, support, and guidance to clinicians and senior leaders in relation to a range of issues including quality governance, risk, patient and public involvement, evidence-based practice, and the development of guidelines for specific patient groups.
  • Responsible for the robust investigation of the Trust's most serious incidents in line with PSIRF and never events, including liaison with commissioners.
  • Gain the co-operation of senior clinicians involved in any serious event/complaint, offering support as required.
  • Analyse and interpret quality information across divisions and produce recommendations to changes in practice.
  • Responsible for the delivery of training on quality governance, clinical effectiveness, and risk management. Work closely with the central and divisional teams on the development of new courses related to quality governance and quality improvement.
  • Liaise closely with leadership teams to ensure the implementation of quality governance arrangements.
  • Ensure alignment with the Be Brilliant Accreditation Scheme (BBAS), be responsible for ensuring the divisions and the trust are each compliant with the CQCs fundamental standards, and for the development and implementation of the divisional assurance system.
  • Responsible for planning and implementation of new reporting and feedback systems.
  • Fulfil the role of the Trust's Medical Devices Safety Officer (MDSO), working in conjunction with the Trust's providers, the Associate Medical Director, and clinical leads to ensure provision of safe, clinically valid, and effective medical and point-of-care testing devices within the Trust.
Person Specification:
  • Essential:
    • Education to masters level or equivalent relevant discipline or relevant experience.
    • Evidence of continuing professional development to support the delivery of a senior role in quality governance.
  • Desirable:
    • Significant experience in quality governance in a healthcare setting.
    • Significant experience of the successful delivery of a Risk Management Strategy and associated trust-wide training.
    • Significant experience of effectively delivering a full range of quality governance functions across multiple services.
    • Significant experience in successfully managing and the delivery of organisational-wide activity to meet CQC/regulatory requirements across multiple services.
    • Able to demonstrate/provide significant evidence of effective leadership ability and experience of successfully managing staff and performance across multiple teams.
    • Significant experience of effective partnership working with multiple external agencies and stakeholders.
    • Significant experience of writing and presenting reports at senior management and board level, summarising the work of multiple teams.
    • Significant experience of effective negotiation and influencing skills, including senior leadership and executive teams, to drive change and performance.
    • Significant experience of managing multiple teams and multiple budgets.
    • Significant experience of management and development of trust-wide digital risk and incident management systems.
