Role Overview
The Senior Highway Engineer will play a key role in ensuring the successful delivery of highway infrastructure projects, working closely with internal and external stakeholders.
About the Role
We are seeking an experienced Senior Highway Engineer to join our team at Empro Consultants. As a senior member of our highways team, you will be responsible for managing the implementation of highway works associated with approved planning consents, ensuring they are designed and implemented in accordance with planning obligations and relevant policies.
You will have extensive knowledge and application of Highway legislation, including Construction (Design and Management) Regulations, and experience of a wide range of relevant engineering techniques and procedures. The successful candidate will liaise directly with internal and external stakeholders, strategic partners, and other providers from detailed design to the end of the Maintenance Period.
Key Responsibilities
- Contribute to the development of policies, plans, procedures, and practices to deliver economic and wider community goals, identifying and introducing new practices and procedures to deliver efficiencies and respond to technological advances.
- Deliver the programme of works, ensuring it is within budget, programme, and specified quality.
- Exercise budgetary control of specific programmes of work, to ensure value for money.
- Assist the Highway Authority with consultations with the Local Planning Authority for proposed developments.
- Acknowledge detailed designs and ensure planning permission conditions/obligations are met.
- Attend/Chair meetings and answer site queries/design queries in a timely manner.
- Liaise extensively with stakeholders (both internal and external).
- Ensure statutory processes are followed as required if necessary.
- Instruct legal agreements to allow developers' infrastructure works to be adopted as public highway.
- Provide timely and accurate advice to County Councillors, District Members, Parish Councils, and the general public on all highway-related matters as required.
- Manage and provide technical direction for team members dealing with all aspects of the highway service.
- Specific individual and shared targets and objectives are defined annually within the performance management framework.
Requirements
- Educated to degree level or equivalent in a related subject or equivalent proven experience in the field of highways and/or transportation.
- Evidence of continuing professional development and expert knowledge in relevant professional areas; membership of a professional institution such as CIHT is desirable.
- Detailed knowledge of Highway Legislation, relevant design procedures, standards, and good practice, along with a wide range of relevant engineering or service techniques and procedures.
- Demonstrable knowledge of national guidance, legislation, and regulations relating to the design and implementation of highway schemes. In particular, expertise in the Highway Act 1980 and CDM 2015 is required.
- Detailed knowledge and experience in the application of all relevant Health and Safety legislation.
- Ability to build strong networks and partnerships that are collaborative and influential in their nature and foster joint delivery.
- Demonstrable project management experience and conversant with project management tools and Microsoft applications.
