Job Description

The successful candidate will be responsible for ensuring the design and construction of developer-funded highway infrastructure works meet the required standards for adoption as public highways. This involves managing the implementation of highway works associated with approved planning consents, ensuring compliance with planning obligations and local authority policies.

The role requires extensive knowledge of highway legislation, including the Construction (Design and Management) Regulations, and experience with engineering techniques and procedures. The ideal candidate will have excellent communication and project management skills, with the ability to work effectively with internal and external stakeholders.

Key Responsibilities

  • Contribute to the development of policies and practices to achieve community and economic goals, introducing efficiencies and leveraging technological advances.
  • Ensure delivery of works programs within budget, schedule, and quality specifications.
  • Oversee budgetary control for specific work programs, ensuring value for money.
  • Collaborate with local planning authorities on consultations for proposed developments.
  • Review and approve detailed designs, ensuring compliance with planning conditions and obligations.
  • Conduct and chair meetings, addressing site and design queries promptly.
  • Engage in extensive stakeholder liaison, both internal and external.
  • Ensure statutory processes are followed and legal agreements are in place for the adoption of developer-funded infrastructure as public highway.
  • Provide guidance to councillors, community representatives, and the public on highway-related issues.
  • Achieve individual and shared objectives as outlined in annual performance reviews.

Skills and Qualifications

  • A degree in a related subject or equivalent proven experience in highways and transportation.
  • Evidence of ongoing professional development, with professional institution membership (e.g., CIHT) desirable.
  • In-depth knowledge of highway legislation, design procedures, and best practices.
  • Expertise in relevant national guidance, legislation, and regulations, particularly the Highway Act 1980 and CDM 2015.
  • Comprehensive knowledge of health and safety legislation.
  • Strong network-building and partnership capabilities to support collaborative and joint delivery.
  • Proven project management experience and familiarity with relevant tools and software, including Microsoft applications.

Estimated Salary Range: £42,679 - £50,211 per annum.
