Role Overview

We are seeking a highly skilled Highway Infrastructure Development Specialist to join our team at Essex County Council.

About the Role

This is a permanent, full-time position that will involve working on the Essex Highways Integrated Services contract in partnership with Essex County Council.

The key purpose of this role is to ensure the design and construction of developer's highway infrastructure works meet the required standards for adoption as public highway.

The successful candidate will have extensive knowledge of Highway legislation, including Construction (Design and Management) Regulations, and experience of a wide range of relevant engineering techniques and procedures.

Key Responsibilities

  • Contribute to the development of policies, plans, procedures, and practices to deliver economic and wider community goals;
  • Assist the Highway Authority with consultations with the Local Planning Authority for proposed developments;
  • Agree detailed designs and ensure planning permission conditions/obligations are met;
  • Instruct legal agreements to allow developers' infrastructure works to be adopted as public highway;
  • Provide timely and accurate advice to County Councillors, District Members, Parish Councils, and the general public on all highway-related matters;
  • Manage and provide technical direction for team members dealing with all aspects of the highway service;

Requirements

To be considered for this role, you must have:

  • Educated to degree level or equivalent in a related subject;
  • Detailed knowledge of Highway Legislation, relevant design procedures, standards, and good practice;
  • Able to demonstrate good project management experience and conversant with project management tools and Microsoft applications;
  • Membership of a professional institution such as CIHT is desirable;

Benefits

We offer a competitive salary of £60,000 - £80,000 per annum, depending on experience. You will also receive a comprehensive benefits package, including pension scheme, annual leave entitlement, and access to training and development opportunities.
