Senior Learning and Development Specialist

Job Summary
The House of Commons is seeking a highly skilled Senior Learning and Development Specialist to join its Learning & Careers Team. As a key member of the team, you will play a critical role in delivering a strategic, impactful development offer aligned to the House Strategy, enabling all staff to adapt and thrive.
The ideal candidate will have a professional qualification equivalent to Chartered Member level of CIPD and equivalent work experience in learning design, facilitation, and coaching. They will demonstrate expertise in learning design and delivery, stakeholder engagement and influence, project management and delivery, innovation, and inclusion.
Responsibilities will include delivering commissioned L&D projects, developing clear project plans, identifying individual learning needs, and ensuring delivery of solutions maximising the Core Offer and other resources. The successful candidate will also provide advice to and share L&D knowledge with colleagues.
Key Responsibilities
- Deliver commissioned L&D projects that are aligned to delivery of the House, I&D, and People strategies.
- Develop clear project plans with agreed deliverables, milestones, measures of success, and impact.
- Identify individual learning needs and ensure delivery of solutions maximising the Core Offer and other resources.
- Coach a limited number of clients as appropriate to maintain coaching skills, measuring impact and value to the House.
- Develop and use a proven methodology to measure all learning for value and impact and report via a set of L&D metrics.
- Provide advice to and share L&D knowledge with colleagues.
Person Specification
Qualifications:
- A professional qualification equivalent to Chartered Member level of CIPD and equivalent work experience in learning design, facilitation, and coaching.
To be successful in this role, you will demonstrate:
- Learning design and delivery: Experience of diagnosing, designing, delivering, and evaluating L&D interventions for a variety of audiences, using a variety of methods, for example, in-person and online delivery, eLearning, performance support tools, and coaching.
- Stakeholder engagement and influence: Experience of applying the consulting cycle to effectively scope, diagnose, deliver, and evaluate development needs that achieve business benefits and deliver value for our customers.
- Project management and delivery: Ability to deliver learning projects from commission to conclusion, measuring value and impact using a data-driven approach.
- Innovation: Enthusiasm for researching, learning, and implementing new and emerging technology, digital learning, and modern workplace delivery methods and bringing the thinking to the House learning approaches.
- Inclusion: Ability to work successfully with colleagues, suppliers, and with our staff population, ensuring that development is engaging, inclusive, and accessible for all.
Benefits
Alongside your salary of £41,340, House of Commons contributes £11,976 towards you being a member of the Civil Service Defined Benefit Pension scheme.
