About the Role

We are seeking an experienced Programme Lead to join our team at Essex County Council. As a key member of our mental health strategy implementation team, you will play a crucial role in driving progress and embedding our ambitious all-age mental health strategy across Southend, Essex, and Thurrock.

Key Responsibilities
  • Initiate, align, and directly support a wide range of programmes, from local work on building resilience in communities to making better use of inpatient beds.
  • Work closely with three local authorities, three ICBs, two main NHS providers, police, and a wide range of VCSE organisations to achieve system-wide goals.
  • Determine which issues need system-wide attention and resolution, supporting the Strategy Implementation Group's development as the principal mental health partnership forum.
  • Connect the Group's work and priorities at all levels in the system, ensuring effective communication and collaboration.
Requirements
  • Educated to RQF level 6 (degree level) or equivalent by experience, with evidence of continuing professional development and expert knowledge in mental health.
  • Ability to operate effectively at a strategic level, influencing key individuals and organisations, and translating complex programmes into clear, practical delivery plans.
  • Politically astute with a sound appreciation of system governance and its complexities, able to develop strong, trusting relationships at all levels.
  • Ability to meet the mobility requirements of the role, including having a driving licence and access to a vehicle or alternative means of transportation.
