About the Team
The Personal Tax (PT) team sits within HM Treasury's Personal Tax, Welfare and Pensions group. We work on income tax, National Insurance (NICs), inheritance tax and other aspects of the personal tax system, including longer-term strategy and linking up with other areas of tax and welfare. Our area is of significant interest to the Chancellor and other Ministers.
About the Job
Great policy making is about understanding what needs to change, what problems need to be solved and supporting Ministers to arrive at the best solution to deliver the change.
Key Responsibilities
- Lead on setting income tax rates and thresholds and the Personal Allowance.
- Own the branch's work on the policy development of any explorations into the income tax system and simplification, including on legislation and implementation.
- Lead on the taxation of property income, including how it interacts with homeownership and wider simplification agendas.

Our ideal candidate will need to demonstrate a range of skills, including strong problem-solving skills, the ability to establish positive relationships with others, acknowledging different perspectives to facilitate discussions, and the drive to structure, plan and prioritise a full workload across a multifaceted portfolio, delivering high-quality work.
You don't need to be a policy professional or have any specific qualifications to apply to work as a Policy Adviser at HM Treasury. We are looking for people who have the right set of skills for the role, who demonstrate the values of our organisation, and who are motivated to come and work with us on a range of issues that are at the heart of how we spend money and deliver public services.
