Job Description

We are seeking an experienced professional to join our team as a Highway Network Development Officer.

About the Role

This is an exciting opportunity to work with us on developing and maintaining one of the largest highway networks in the country, covering over 5,000 miles of roads and footways.

You will be responsible for managing relationships with Highways Teams, stakeholders, and business partners to ensure effective asset management systems are in place.

This role involves developing and implementing Business Process/Work flows, providing training and support to all Highways Teams, Stakeholders, and Partners, and ensuring strong budgetary control and financial management.

Key Responsibilities
  • Responsible for the identification, design, planning, programming, ordering, and monitoring of work and services to ensure future programmes are delivered on time and within budget.
  • Provide specialist advice and guidance to senior leaders/members and the general public on all highway-related matters to meet relevant targets and deliver high performance standards.
  • Ensure strong budgetary control and financial management is undertaken for areas of responsibility in order to deliver programmes of work within allocated budgets.
  • Contribute to the provision of statistical and management information to report/share relevant information with stakeholders.
  • Develop and manage the implementation of system management protocols to enable timely collection and provision of performance and management information.
  • Manage and participate in key projects relating to Asset Management Systems with minimal supervision or instruction.
Requirements

To be successful in this role, you will need:

  • Educated to RQF Level 6 (Bachelor's degree) or equivalent proven experience in the field of highways and/or transportation.
  • Evidence of continuing professional development and expert knowledge in relevant professional areas, including Membership of the Institute of Civil Engineers, Institute of Highways & Transportation, Institute of Highway Incorporated Engineers, or other appropriate professional bodies.
  • Detailed knowledge and experience of working with Highways IT Systems, particularly Confirm, and awareness of statistical information sources and understanding of how data is collected.
  • Knowledge and experience of budgetary governance, management, and control measures.
  • Extensive knowledge and application of Highway legislation, Health and Safety legislation, including Construction (Design and Management) Regulations, relevant design procedures, and standards/practice.

Salary and Benefits

The salary range for this role is £35,114 - £41,311 per annum.
