Job Title: Head of Human Resources

As the Head of Human Resources at the Police Federation of England and Wales, you will play a pivotal role in shaping the organisation's human resources strategy and operational delivery. This is a unique opportunity to lead transformational change and drive people best practices across the organisation.

Key Responsibilities:
  • Develop and implement a comprehensive human resources strategy aligned with the organisation's overall strategy
  • Lead the operational delivery of human resources at HQ and across branches, ensuring seamless execution and effective communication
  • Design and deliver a nationwide learning and development strategy to meet the evolving needs of the organisation and its representatives
  • Oversee the employee journey, including talent acquisition, onboarding, talent management, learning and development, performance management, employee relations, employee engagement, retention, reward, and offboarding
  • Manage, develop, and mentor a team of human resources professionals, fostering a culture of excellence and collaboration
  • Ensure compliance with HR policies and procedures, driving best practice and organisational development
  • Embed and model the organisation's culture and employee engagement initiatives, promoting a positive and inclusive work environment
  • Review and implement new performance management frameworks, driving data-driven decisions and continuous improvement
  • Develop and deliver employee learning and management development programs, enhancing skills and capabilities
  • Embed EDI best practices and initiatives across HR policies and practices, ensuring a multinational and cross-cultural team
  • Support the organisation with employee relation issues, providing expert guidance and resolution
  • Report on HR-related metrics, driving actions to improve engagement, absences, retention, hiring, learning, and performance
  • Drive data-driven decisions across the function, leveraging data to demonstrate the impact of the HR team
  • Oversee HR and L&D systems, automating processes to improve efficiencies and enhance the employee experience
  • Lead the implementation of people policies and systems across 43 branches, ensuring consistency and excellence
  • Manage the human resources budget, suppliers, and contractors, ensuring effective resource allocation and value for money
  • Provide coaching and support to the senior leadership team, managers, and branches, promoting a culture of excellence and collaboration
  • Provide regular updates to key stakeholders on the deliverables of the HR team, based on robust analysis and evaluation
Requirements:
  • Proven leadership and strategic experience within human resources and learning and development
  • Education to CIPD level 5 in human resources or learning and development, or equivalent qualification or qualified by experience
  • Proven experience in leading transformational change and culture design
  • Expertise in employee relations issues and employment legislation
  • Proficiency in HRS and HR analytics for informed decision-making
  • Credibility as an HR professional, able to build relationships with stakeholders efficiently and drive delivery
  • Able to manage multiple HR-related projects
  • Excellent communication skills, both written and verbal
  • Experience working within a complex or regulated environment, previous experience in a non-for-profit or staff association advantageous
