Overview



Leeds City Council is a local authority that serves a population of 812,000. We are seeking a Chief Officer/Consultant in Public Health to drive improvements in health and wellbeing, reduce inequalities in health outcomes, and work collaboratively with NHS partners.



About the Role



This is a senior leadership position that requires strategic thinking, operational nous, and excellent communication skills. The successful candidate will be responsible for leading public health services, including health improvement, health protection, and healthcare public health. They will also provide advice and support to elected members, officers, and partners on health matters.



Key Responsibilities



The key responsibilities of this role include:




  • Taking responsibility for a range of public health issues and work across organisational and professional boundaries acting as a change agent managing complexity to deliver improvements in health and wellbeing;
  • Providing briefings on the health and wellbeing needs of local communities to Councillors, Council Officers, Integrated Care Board, the 3rd sector, the public and partners;
  • Take the lead in developing detailed inter-agency and interdisciplinary strategic plans and programmes based on needs assessments leading to service specifications;
  • Providing expert public health support, advocacy and whole system leadership to ensure an evidence-based approach for commissioning and developing high quality equitable services;
  • Utilising information and intelligence systems to underpin public health action across disciplines and organisations;
  • Supporting the Director of Public Health in the development and implementation of robust strategies for improving the health and wellbeing of local communities;
  • Providing public health advice and leadership to support and inform partners in the health aspects of communicable disease and non-infectious environmental hazards on behalf of Leeds City Council;
  • Take on those responsibilities commensurate with a Consultant in Public Health, including management of staff and budgets as determined by the Director of Public Health;


Requirements



We are looking for someone with:




  • A degree in medicine or a related field;
  • A certificate of completion of training (CCT) or equivalent;
  • Full specialist registration with the GMC/GDC or inclusion in the UKPHR register at the point of application;
  • Proven experience of working in public health, including health improvement, health protection, and healthcare public health;
  • Excellent leadership and communication skills;
  • Able to influence senior members including directors and CEOs;
  • Able to both lead teams and contribute effectively in teams led by junior colleagues;
  • Commitment to work within a political system irrespective of personal political affiliations;


Salary



The salary for this role is £87,834 - £96,418 per annum.
