Job Summary

Shadow Football Regulator - Digital Expert

The Department for Culture, Media and Sport is seeking a highly skilled Digital Transformation Lead to join its Shadow Football Regulator team. As a key member of the team, you will play a crucial role in setting up the Independent Football Regulator, ensuring it has the right skills, governance, and corporate functions to succeed.

Key Responsibilities

  • Lead the Digital, Data, and Technology (DDaT) Function
    • Define and manage priorities, work allocation, and optimize the use of external resources
    • Owning DDaT risks, accountable directly to the IFR Chief Operating Officer and wider SLT
  • Deliver the DDaT Strategy of the IFR
    • Drive strategic direction of the DDaT function within the IFR both internally and externally
    • Owning the organization-wide digital, data, and technology roadmap, ensuring it closely aligns with and enables the IFR's regulatory activities
  • Manage Commercial Contracts and Relationships
    • Manage relationships with government departments with respect to data sharing
    • Manage DDaT Spend Controls and Spend Review inputs
  • Lead Engagement with the Football Industry on DDaT
    • Building a positive and data-driven organizational culture

  • Essential Requirements
    • Experience leading the delivery of Digital Data and Technology (DDaT) projects throughout their lifecycle
    • Ability to communicate effectively with a range of senior stakeholders
    • Experience defining and implementing DDaT policies and processes
    • Ability to deliver at pace in a complex, ambiguous, and evolving environment
  • Desirable Skills
    • Setting up a new organization
    • Experience delivering systems that support regulatory activity
    • Experience of Contract Management practice that has helped deliver both great value for money and great customer outcomes
