Job Title: Construction Surveillance Technician

Amentum is seeking a highly skilled Construction Surveillance Technician to support a new program in the United Kingdom. The successful candidate will be responsible for monitoring and observing construction workers to ensure the introduction of hostile surveillance monitoring devices is prevented, and OPSEC/INFOSEC practices are followed throughout the construction project.

Key Responsibilities:
  • Implement physical, personnel, technical, administrative, and procedural security measures to comply with ICD 705 and the Construction Security Plan (CSP).
  • Ensure ICD/ICS 705 requirements are implemented and advise the CST-TL of compliance.
  • Perform construction security administrative functions and construction surveillance operations.
  • Document security infractions and violations that deviate from the CSP and notify the CST-TL.
  • Provide expertise on construction and technical surveillance.
  • Work with the SSM Team to maintain, verify, and validate the list of all workers used on this project and include this list in the final SWA accreditation package.
  • Compile CST documentation records for review and approval by the CST-TL monthly.
  • Monitor the activities of all foreign national construction workers and personnel on the Secure Construction Site (SCS) at all times.
  • Document the construction activities of all persons on the SCS, specifically for the identified SWAs, and other construction activities as identified by the CSP or SSM Team.
  • Perform in-depth inspections of construction materials, tools, and equipment prior to and after their use/installation ensuring all items are free of tampering and identify all anomalies.
  • Identify and document anomalies and variances in finished construction work against the official project construction plans and ICD/ICS requirements.
  • Perform and support access control functions, including personnel and bag searches, preventing the entry of unauthorized persons, materials, and equipment, as necessary.
  • Carry out opening and closing procedures of the (SCS) each day as directed by the SSM Team.
Technical Description & Skills:
  • US Air Forces in Europe (USAFE) security procedures and the level of security required in various parts of each facility under construction.
  • Monitoring the activities of all foreign national construction workers and personnel on the SCS at all times.
  • Documenting construction activities of all persons on the SCS.
  • Documenting all security incidents that occur on the SCS.
  • Performing in-depth inspections of construction materials, tools, and equipment prior to and after their use/installation ensuring all items are free of tampering and identifying all anomalies.
  • Material inspections include use of specialized equipment including X-Ray, NLJD, etc.
  • Maintaining CST documentation records and daily logs for an ICD-705 project.
  • Identifying anomalies and variances in finished construction work against the official project construction plans.
  • Performing access control functions including personnel and bag searches to prevent the entry of unauthorized persons, materials, and equipment.
  • Carrying out opening and closing procedures common to ICD-705 projects.
  • Foreign intelligence operations, counter-intelligence devices, & the associated security techniques.
  • Technical facility systems as used in SCIF's.
  • US government security policies, directives, and standards.
  • Secure Logistics of Materials.
  • Foundations and Concrete, Structural Steel and Welding, & Finishing Work and Wall Construction.
  • Understanding and assessing construction terminology, procedures, and practices.
  • Identifying Improvised Explosive Devices (IEDs).
  • Understanding and assessing static security techniques and procedures.
  • Understanding and applying vehicle search techniques.
  • Understanding methods used to place technical penetrations or unauthorized materials.
  • Understanding technical security devices, systems, and other monitoring devices.
  • Reporting suspicious behavior.
  • Having a working knowledge of construction safety.
Physical Requirements:
  • Able to stand for 8-12 hours per day.
  • Able to walk for 8-12 hours per day with breaks maximum every 3 hours.
  • Able to walk on uneven surfaces and safely navigate an active construction site with debris and other trip hazards on the floor.
  • Must be able to climb 5 flights of stairs multiple times within an 8-12 hour work shift.
  • Must be able to make logical, mentally competent, and safe decisions when working on a construction site.
  • Must be able to lift 50lbs.
Minimum Requirements:
  • CST Certification course (40 hrs.) within the last 5 years.
  • OSHA Safety Course (30 hrs.) or ability to complete this training within 30 days of hire.
  • Demonstrable knowledge of the ICD-705 and applicable SCIF/SAPF standards.
  • Two (2) years of recent experience working as a CST on a Chapter 4 ICD-705 project.
  • Current UK NATO work Visa or the ability to obtain a UK NATO work Visa within 90 days of hire.
  • Active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) indoctrination.
Desired Experience/Training:
  • Site Security Manager Certification Course (20 hrs.).
  • Cleared American Guard Certification Course (20 hrs.).
  • Experience on ICD-705 projects in the United Kingdom within the last 5 years.
  • OSHA Safety Course (30 hrs.).
  • Acoustic Testing Equipment Training.
  • TSCM Training.
  • ODNI Special Security Officer certification.
  • ODNI SCIF training.
  • TEMPEST Training.
