Job Description

We are seeking a highly skilled Business Transformation Lead to join our team at West Northants Council.

About the Role

This is a 2-year fixed-term position that requires you to lead the data cleansing and data management workstream for our IT system procurement and implementation project.

You will work closely with colleagues across West Northants Council and Northamptonshire Partnership Homes, managing the end-to-end delivery of data information and exception reports within specified deadlines and budget.

Your key responsibilities include:

  • Evaluating business and stakeholder data requirements, assessing, documenting, and obtaining formal sign-off on the impact of change.
  • Identifying sustainable data solutions that deliver benefits.
  • Working alongside the WNC IT Project Manager to plan and deliver a clear data cleansing programme of work.
  • Collaborating with experts in supported services and colleagues in IT, Northamptonshire Partnership Homes, and West Northants Council.
About You

To be successful in this role, you will have:

  • Significant experience in capturing, analyzing, and documenting IT solution requirements and business change.
  • Extensive knowledge of ICT and data to meet business and legislative needs.
  • Experience driving forward change projects in public service delivery organizations or similar.
  • Knowledge of current Data Protection, Data Management, and Data Quality legislation, policy approaches, and best practices.
  • Advanced skills using Microsoft Office, Word, Excel, PowerPoint, and Power BI.
  • Ability to lead stakeholder analysis, workshops, and planning sessions.
  • Capacity to influence and challenge others to facilitate business change and impact organizational culture.
  • Skills in logical data modeling.
  • Ability to undertake research, interpret complex documents, and brief management on technical information in a clear and concise manner.
Requirements

To apply for this role, you must have:

  • A degree or equivalent NVQ qualification or significant relevant experience in defining and leading IT-based business change re-design.
  • Diploma in Business/Data Analysis (or certified modules) or similar.
