About the Role

We are seeking a highly skilled and experienced Strategic Estates Manager to join our team at Essex County Council. As a key member of our Property Team, you will play a crucial role in delivering our Operational Estate Review and driving property efficiencies across the council.

Key Responsibilities
  • Project Management: Manage and commission property services to develop and deliver projects that generate efficiencies through income, reduced costs, or greater utilization of council property.
  • Stakeholder Engagement: Establish, develop, and maintain effective communication, working relationships, and arrangements with internal and external stakeholders to optimize the use of ECC property assets.
  • Estate Strategy: Engage with ECC's wider estate function to ensure alignment of strategic opportunities with the normal management of ECC's estate and relevant policies.
  • Caseload Management: Manage a caseload of Property projects, ensuring effective integration and coordination across the property strategy.
  • Reporting and Governance: Support in providing accurate and timely reporting to members and senior officers on the identification and delivery of opportunities and projects, and support in development of business cases to support requests to draw down funding to implement property projects.
Requirements
  • Public Sector Experience: Experience of public sector reviews or similar.
  • Relationship Building: Experience of forming and building successful working relationships with colleagues, internal and external partners.
  • Communication Skills: Effective communication skills, written and verbal, and experience of working with diverse partners.
  • Data Analysis: Ability to intelligently analyze data.
  • Professional Development: Evidence of continuing professional development.
