Opportunity Overview

The Essex Property team oversees the management of Essex County Council's (ECC) extensive estate, valued at £1.7 billion, encompassing around 350 buildings and approximately 1,500 sites, including residential care facilities, waste management sites, country parks, educational institutions, and corporate offices. The primary objective is to implement an efficient estate strategy that maximizes value while supporting service delivery.

In collaboration with a delivery partner, the Property Team functions as the Corporate Landlord, providing strategic oversight and client services for ECC. This involves the development of corporate property policies, strategic guidance, and the management of property transactions and services procured through contractual agreements.

The Estates Manager (Strategy) will play a pivotal role in executing ECC's Operational Estate Review. This entails identifying, developing, and implementing projects aimed at enhancing property efficiencies. Building relationships and engaging with Service Managers across the council will be crucial to ascertain their future property needs. The role will also involve exploring opportunities within the council and the Essex One Public Estate network to achieve efficiencies across the public sector estate.

Key Responsibilities

  • Manage and commission property services to develop and implement projects that generate efficiencies through increased revenue, cost reductions, or improved utilization of council properties.
  • Establish and maintain effective communication and collaborative relationships with all internal and external stakeholders to optimize the use of ECC property assets.
  • Engage with ECC's broader estate function to ensure alignment of strategic opportunities with the ongoing management of ECC's estate and relevant policies.
  • Oversee a portfolio of property projects, ensuring effective integration and coordination across the property strategy.
  • Commission necessary work from the supplier partner and monitor, evaluate, and report on project outputs.
  • Provide accurate and timely reports to members and senior officers regarding the identification and execution of opportunities and projects.
  • Assist in the development of business cases to support funding requests for property projects and prepare reports for formal governance decisions.
  • Offer expert advice and guidance to ECC as required.

Qualifications and Experience

  • Educated to RFQ Level 6 or equivalent.
  • Demonstrated commitment to ongoing professional development.
  • Experience in public sector reviews and the implementation and commissioning of projects.
  • Ability to effectively instruct and analyze work produced by professional consultants.
