Job Summary

Transport Scotland, the national transport agency for Scotland, is seeking a skilled professional to support the development and maintenance of a rolling stock strategy. As a key member of the Scottish Government team, you will work closely with counterparts in Scottish Rail Holdings, ScotRail Trains, and Caledonian Sleeper Ltd to ensure the strategy aligns with the Scottish Government's strategic objectives for rail in Scotland.

Key Responsibilities

  • Develop and maintain a rolling stock strategy that covers maintenance, renewal, and replacement of life-expired rolling stock.
  • Ensure the strategy takes into account the rolling stock implications of new infrastructure projects and current fleet operations.
  • Provide advice on all aspects of existing and future rolling stock requirements for passenger and rail freight, including procurement, maintenance, and performance monitoring.
  • Work with Transport Scotland Policy and Strategy teams to validate that proposed infrastructure and rolling stock enhancements deliver desired outcomes.
  • Contribute to the drafting of Ministerial Briefings, FMQs, Parliamentary Questions, and Official Responses.

Requirements

  • Chartered Engineer or member of a relevant professional institution.
  • Experience in passenger and/or freight rolling stock disciplines, including maintenance, development, and procurement.
  • Effective communication and presentation skills, with the ability to explain technical issues to non-experts.
  • Strong research and report writing skills.
  • Understanding of project development, programming, and management principles.

Working Arrangements

This is a full-time role based in Glasgow, with hybrid working arrangements in line with Transport Scotland policies. You will be expected to be office-based twice a week, pro rata.
