Position Overview

The Scottish Government serves as the national authority for transportation in Scotland, operating under the oversight of Parliament and the public through its Ministers. With an annual budget of approximately £3.9 billion, the agency plays a crucial role in fostering sustainable economic growth through strategic transport investments and policies that significantly influence the economy, communities, and the environment.

As a Rail Technical Advisor, you will report directly to the Head of Rail Projects and Technical Services. In this capacity, you will act as the primary source of technical guidance for designated Rail Projects, ensuring the effective preparation, acceptance, and execution of agreed technical directives across various teams.

Your role will be pivotal in articulating the Scottish Government's requirements for railway infrastructure enhancements, ensuring that these interventions provide optimal value for taxpayers while achieving the desired outcomes.

Key Responsibilities

  • Provide expert advice on technical matters to facilitate the efficient, cost-effective, and timely execution of investment programs across the rail portfolio, including enhancement initiatives and compliance with High Level Output Specifications.
  • Identify, coordinate, and secure comprehensive technical guidance across all rail disciplines and systems.
  • Collaborate with external promoters, Network Rail, and Train Operating Companies to ensure project scopes and functional specifications are optimized and aligned with operational needs to achieve the required outputs.
  • Support and critically evaluate the technical and operational proposals from project promoters and delivery organizations, focusing on Network Rail's Integrated Gauging Strategy for Scotland's Railway and the modernization of the ScotRail fleet.

Essential Qualifications and Experience

You should possess a strong background in railway systems and integration, with a solid understanding of railway engineering disciplines or significant relevant experience within the UK railway sector. A commitment to further professional development and obtaining recognized railway system qualifications is essential. Membership in a relevant professional institution is also required.

Key Criteria

  1. Demonstrated expertise in railway industry engineering principles and practices, ensuring that advice leads to a safe and effective rail network while employing environmentally responsible solutions.
  2. A comprehensive understanding of project development processes and key principles for programming and management.
  3. Strong communication and presentation skills, capable of balancing detailed technical requirements with the dynamic nature of government operations.
  4. Expertise in at least one of the following areas, with a willingness to further develop knowledge in additional railway disciplines:
    • Rolling Stock Engineering
    • Signaling, Communication, and Control Systems
    • Rail Infrastructure
    • Rail Electrification Systems
    • Application of Standards and Influencing Simplification

Minimum Tenure

It is expected that you will remain in this position for a minimum of three years unless you successfully advance to a higher band or grade.

Work Location

This position is based in Glasgow, with a hybrid working arrangement in accordance with current policies. You will be required to work in the office a minimum of two days per week, pro rata.

Additional Information
