About the Role

We are seeking a highly skilled and experienced Strategic Framework Manager to join our team at LASER Energy. As a key member of our organization, you will play a critical role in developing and implementing a strategy to procure and maintain public sector compliant purchasing frameworks that align with our strategic direction.

Key Responsibilities
  • Strategic Planning: Develop and own a strategic plan for framework development, adoption, and optimization aligned with our goals and objectives.
  • Framework Development: Lead the development of frameworks tailored to our customers' existing and emerging requirements, ensuring they are compliant with public sector procurement processes and adhere to industry standards and best practices.
  • Framework Procurement: Produce ITT documents that comply with procurement regulations and our standards. Plan and manage the procurement process from start to finish, reporting progress, blockers, or concerns to senior management.
  • Leadership and Line Management: Provide strong leadership and line management support to direct reports and build a strong and positive culture across the indirect report network.
  • Commercialization: Leverage and monetize frameworks to ensure the offer is commercially beneficial to the business while demonstrating good value for money to our customer base.
  • Performance Measurement: Establish metrics and KPIs to measure the effectiveness of frameworks and track their impact on organizational efficiency and productivity.
  • Continuous Improvement: Drive continuous improvement efforts to optimize existing frameworks based on feedback, usage data, and changing business requirements.
Requirements
  • CIPS Qualified to level 5 and working towards level 6.
  • Experience of developing, owning, and implementing a strategic plan aligned with business objectives and outcomes.
  • Experience of category and framework management.
  • Experience in effectively managing procurement activities and negotiating beneficial contracts for both LASER Energy and its customers.
  • Experience operating at Senior Management level, including managing other Senior Managers and professionals.
  • Demonstrable success of team leadership, either through formal management responsibility or a history of mentoring, supporting, or developing senior-level colleagues.
  • Commercially astute, with the intellectual curiosity, capacity, and capability to analyze complex issues, make well-judged decisions, and take timely action.
  • An understanding of the Energy Industry (desirable).
