About the Role

We are seeking a highly skilled Learning and Development Manager to join our team at the Gambling Commission. As a key member of our People Services team, you will play a critical role in developing and delivering a learning and development strategy that enhances organisational capabilities.

Key Responsibilities
  • Develop and deliver a learning and development strategy that incorporates digital and creative solutions to meet both strategic and operational business needs.
  • Build cross-team links to drive implementation of the L&D strategy and maintain strong relationships with senior leaders and key stakeholders.
  • Lead the L&D team, ensuring high performance and alignment with strategic goals.
  • Conduct learning needs analysis to identify knowledge, skill, and capability requirements aligned to workforce planning.
  • Design and oversee the learning and development offer and programmes to support talent development.
  • Deliver the efficient and effective delivery of the L&D offer, using evaluation processes to demonstrate impact and value for money.
  • Manage the Commission's learning & development budget and capture, manage, and report learning and development data.
Person Specification
  • Proven experience of designing and implementing a learning and development strategy.
  • Strong leadership and team management skills, capable of motivating others and driving change.
  • Experience of managing a centralised budget and ensuring effective service delivery to deliver value for money.
  • Positive, motivational style, role modelling a growth and learning mindset.
  • Significant experience in the design and development of learning solutions to meet both strategic and operational business needs.
  • Excellent stakeholder management and communication skills, capable of engaging with executive colleagues.
  • Highly organised and able to manage a broad portfolio of activities.
  • Confident working with data and possessing analytical skills to obtain insights from data.
  • Experience in using digital solutions to design and deliver effective development products and services.
  • Experience in the management of Apprenticeships and familiar with apprenticeship levy management.
  • Proven experience of leading and implementing change initiatives.
