Job Title: Learning and Development Delivery Manager

The Learning and Development Delivery Manager role is a critical position within West Midlands Police, responsible for managing the development of a modern and responsive learning and development capability. This focus is on Leadership and Development, with the goal of enhancing the skills and abilities of the Force's leaders and employees.

Key Responsibilities:
  • Lead the scoping, design, development, and delivery of a wide range of effective and modern leadership programs, with a focus on first and second-line leaders.
  • Design, develop, and deliver a wide range of other leadership interventions, including Coaching, Mentoring, Psychometrics, 360-degree feedback, and Action Learning sets.
  • Provide coaching and mentoring across the Force as required.
  • Deliver and facilitate aspects of the leadership portfolio to support the achievement of the leadership strategy and organizational needs.
  • Work closely with other Learning Managers/HR Managers across People Services to ensure a proactive approach to leadership and development is delivered.
  • Develop and engage with professional networks, relevant partners, and external bodies to support the delivery of leadership and development initiatives and solutions.
  • Role model the behaviors across the Force in the vision of learning and leadership development.
  • Champion the development of a learning culture to support continuous professional development and improved service delivery.
  • Manage the quality and strategic alignment of all leadership interventions, including devising and implementing a framework for quality assessment and assurance.
  • Provide advice as a Leadership SME to colleagues regarding leadership and talent programs and processes.
  • Lead the evaluation of leadership programs to show business impact and interrogate data to understand trends, future requirements, and to support planning and strategic decision-making for leadership.
Requirements:
  • You will have significant experience of L&D within a range of complex settings.
  • Level 5 Coaching qualification and evidence of regular supervision and CPD.
  • Training qualification - minimum of Level 4 to meet the College of Policing Trainer Standard.
  • Proven commitment to personal and professional growth through continuous professional development.
  • Ability to build and maintain strong relationships and professional networks and work collaboratively.
  • Creative and innovative in approach to problem-solving using analysis and insights.
  • Experience in using data to advance decisions and action.
