About the Role

We are seeking a highly skilled Service Charge Officer to join our team at PA Housing. As a Service Charge Officer, you will play a critical role in managing the full service charge cycle, ensuring accuracy, transparency, and resident satisfaction.

Key Responsibilities
  • Year-End Statements: Produce year-end statements for variable service charges, ensuring timely and accurate delivery to residents.
  • Service Charge Validation: Validate service charge actuals for each financial year, identifying and addressing any discrepancies.
  • Annual Budget Production: Create annual budgets on a scheme-by-scheme basis using our Service Charge Management System, ensuring alignment with resident expectations.
  • Analytical Review: Utilize analytical tools and historical data to ensure accuracy and full cost recovery, providing insights for future budgeting.
  • Invoice Management: Verify invoice coding and address any mispostings, ensuring seamless financial transactions.
  • Variance Investigation: Investigate variances in estate/block income and collaborate with stakeholders on significant discrepancies, maintaining transparency and resident trust.
  • Financial Reporting: Handle month-end accruals and prepayments, providing accurate financial information for stakeholders.
  • Customer Communication: Ensure all service charges are communicated clearly and transparently to residents, addressing any queries or concerns.
  • Cost Review and Adjustments: Collaborate with other teams to review costs, calculate year-end adjustments, and update tenant accounts, ensuring compliance with service charge legislation.
  • Scheme Management: Manage a portfolio of schemes, regularly visiting them and assisting residents with service charge queries, providing exceptional customer service.
  • Support and Collaboration: Support Neighbourhood Coordinators with service charge queries and work collaboratively with Housing Teams, Charge Management Teams, Estate Teams, and Home Ownership Teams to deliver a customer-focused service.
  • Compliance: Ensure compliance with service charge legislation and best practices, maintaining the highest standards of financial management.
  • Ongoing Learning: Stay up-to-date with service charge developments, ensuring charges are affordable, represent value for money, and accurately reflect scheme composition.
  • New Schemes: Assist the Development Teams in setting appropriate service charges for new schemes, ensuring alignment with resident expectations.
Requirements
  • Legislative Knowledge: Strong understanding of rent and service charge legislation, ensuring compliance and accuracy.
  • Team Experience: Experience working within a high-performing team, with excellent communication and collaboration skills.
  • Deadline Management: Proven ability to meet tight deadlines and manage cyclical workloads, ensuring timely delivery of service charge statements and budgets.
  • Software Proficiency: Experience with a variety of financial and non-financial software systems, including our Service Charge Management System.
