Job Summary:
We are seeking a highly skilled and experienced Senior Building Control Officer to join our team at Ards and North Down Borough Council. As a key member of our Building Control Services, you will play a crucial role in ensuring the delivery of a quality Building Control Service that meets performance and budgetary targets.
Key Responsibilities:
- Assist the Building Control Services Manager in ensuring the Council's obligations are met concerning the Building Control function, including dangerous buildings.
- Supervise Building Control employees, providing guidance, support, and technical expertise, and assist in training to ensure staff are up-to-date with current legislative requirements.
- Supervise and motivate employees while promoting equality, health and safety, and employee development in compliance with Council HR policies and legal requirements.
- Identify training needs and develop suitable training for staff within the department.
- Provide advice on consultation documents to enable the Building Control Services Manager to prepare reports for the Council or government agencies.
- Prepare and give evidence for the enforcement of Building Regulations, allied legislation, and in court as required.
- Prepare and manage budgets, utilizing resources in compliance with Council financial standing orders.
- Liaise with other Councils and Building Control NI to ensure consistency in interpreting building regulations and represent Building Control on panels as required.
- Submit statistical data to the Department of Regional Development and other agencies, including information on performance indicators.
- Liaise with developers, agents, the Northern Ireland Fire Brigade, and the public on plans and works where Building Regulations apply.
- Respond to reports of dangerous buildings, including out-of-hours responses as required.
- Promote equality, health, and safety in accordance with Council policies and legal requirements.
Requirements:
- A degree in a building-related discipline (e.g., architecture, building, civil/structural engineering), or Full Corporate Membership of an appropriate building-related professional institution (e.g., RIBA, ABE, IBC, MICE, CIOB, MIStructE, MIMunERICS).
- Five years' post-qualification experience at a supervisory level in the building industry, or Two years' post-qualification Building Control experience at a supervisory level.
- Experience with commercial projects, particularly fire safety and access for people with disabilities.
- Strong knowledge of building construction principles, techniques, and the ability to interpret working drawings and specifications.
