Job Title: Community Centre Assistant Manager

Ards and North Down Borough Council is seeking a highly skilled and experienced Community Centre Assistant Manager to join our team.

Job Summary:

The successful candidate will be responsible for the day-to-day supervision of the Council's 21 Community Centres and Halls throughout the Borough, ensuring a high-level service delivery across all Council Community Centres and Halls. This includes managing all staffing aspects and requirements, participating in recruitment and selection interviews, and monitoring employee absence and attendance records.

Key Responsibilities:
  • Manage all staffing aspects and requirements of the twenty-one Centres and Halls to ensure effective operations of each facility.
  • Participate in recruitment and selection interviews for staff, and monitor employee absence and attendance records, conducting back to work interviews, absence review meetings in accordance with the Council absence policy when applicable.
  • Line manage the Community Halls Facilities Officers and Caretakers to ensure the effective completion of all their tasks and efficient operations of the Community Hall Office.
  • Responsible for company vehicle its daily checks and documentation and liaising with Fleet Management with its maintenance and service schedules.
  • Record and undertake daily, weekly, monthly, and annual checks as required by the Community Centres and Halls manager and/or other Council Departments to ensure compliance with statutory regulations to contribute towards effective and efficient operation of the facilities.
  • Create, maintain and review risk assessments, NOPs and EAPs, in addition to working collaboratively with Council and external agencies, accepting shared responsibility in the Fire Risk Assessment, Licenses Entertainment, and all other applicable processes.
  • Assist the Community Centres and Halls Manager with financial matters including monitoring expenditure and income generation to ensure effective budget management within the section.
  • Recording and documenting accidents / incidents at work, damage to property and other information in relation to employer and public liability insurance claims against the Council.
  • Responsible for leading disciplinary and/or grievance matters, investigations, compile reports on complaints and queries received regarding Community Centres and Halls, reporting to Community Centres and Halls Manager and ensure corrective action is carried out where necessary.
  • To be responsible for the day-to-day procurement of services, plant, and materials in order for the Community Centres and Halls service to be provided effectively and efficiently.
  • To be responsible for providing and maintaining the inventory of all stock, fixtures and fittings across all Centres and Halls in the Borough.
  • Accept responsibility for ensuring all Caretaker and Facilities Officer staff have access to effective two-way communication within the section and wider Council.
  • Responsible for leading on and ensuring existing and new staff within the section receive and attend any mandatory and additional training that will be required to effectively complete their tasks.
  • Liaise with HR & OD or the training provider and take responsibility for the co-ordination of all training and subsequent rota changes to enable attendance.
  • Ensure staff training records are kept up to date.
  • Update the Community Centres and Halls Manager with budget implications for any planned training.
  • Collaborate with other departments in regard to all planned and unplanned maintenance works, this includes the reporting of faults using the online system, reviewing the progress and standards of works, liaising with Council colleagues, internal and external contractors, and completing a monthly report to the Community Centres and Halls Manager and the Assets and Properties department.
  • Deputise for the Community Halls Manager in his/ her absence and attend Leisure Management meetings as appropriate.
  • Assist the Community Centres and Hall Manager with all aspects of the marketing and promotion of Community Centres and Halls facilities and events including digital marketing in liaison with the Community Centres and Halls Manager and Corporate Communications Section.
  • To be responsible for the Facilities Officers in their cashing up and other financial processes, ensuring good governance with all cash handling processes in the Community Halls Office.
  • Act as the lead person between the service and the management booking system provider.
  • To comply with and promote equality, health and safety in accordance with Council Policies and legal requirement.
Requirements:
  • Essential: 2 A Levels or equivalent / Level 4 qualification in Management, Business, Leisure, Facilities Management or Similar.
  • Level 5 qualification in Management, Business, Leisure, Facilities Management or similar.
  • OR 5 years supervisory experience in a similar role
  • Experience: Essential: 2 years Supervisory experience in a similar supervisory role (or 3 years relevant supervisor experience in a similar role if the above qualification is not held)
  • Delivering successful outcomes and continuous improvement
  • Managing stakeholder expectations
  • Writing and presenting reports to management
  • Effective budgetary experience and identifying efficiency savings
  • To act as a keyholder and manage premises
  • Dealing with the public by phone and in person
  • Desirable: 3 years supervisory experience in a similar role
  • Experience of delivering staff training
  • Delivering Health and Safety training and practical risk assessments
Key Skills and Abilities:
  • Demonstrate an understanding of the main issues and developments impacting on service delivery within the service portfolio.
  • Demonstrate excellent Communication, Management and Leadership skills.
  • Demonstrate an understanding of Health and Safety and delivering training and practical risk assessments.
  • Proven computer skills to include excel, word, etc.
  • Knowledge of preparing work rotas, shift patterns
  • Ability to create and populate spread sheets
  • Good Organisational skills
  • Good Communication skills and Leadership skills
  • Understanding and appreciation of the needs of the public
  • Desirable: Sensitivity to the differing requirements of individuals and groups of visitors
Other Requirements:
  • Essential: A valid driving licence with access to a form of transport that will allow fulfilment of the duties of the post or have access to a suitable form of transport which will enable the post holder to meet the requirements of the post
  • To be flexible, prepared to work outside normal office hours including early mornings, evenings, late nights, statutory holidays and weekends as required to fulfil the duties of the post
