Housing Services Manager Job Description

Venesky-Brown's client, a public sector organisation in Rugby, is seeking a Housing Services Manager to lead the management of housing services areas. This is a 12-month contract with a rate of £40 per hour (Umbrella) or £30.77 per hour (PAYE).

Key Responsibilities:
  • Effectively manage non-performance and ensure timely resolution.
  • Lead complex housing-related projects to inform and facilitate the delivery of the housing service plan, Housing Strategy, and Housing Revenue Account business plan.
  • Work with other managers to develop processes and implement service improvement changes for customers and the Council.
  • Ensure delivery of a value-for-money service that meets regulatory requirements, policies, and procedures.
  • Execute the client role to ensure excellent service delivery in respect of property repairs services.
  • Oversee estates management/neighbourhood inspections to identify and address issues, involving Ward Councillors as necessary.
  • Support tenant/resident involvement initiatives to empower tenants and hold the service accountable for excellent service delivery and community outcomes.
  • Develop links and partnerships with local authorities, private, public, and community/voluntary sector organisations to deliver the Council's plans for the housing service.
  • Provide good customer care and customer services in line with the Council's 'CAN DO' values and Equality and Diversity policies.
  • Demonstrate knowledge of relevant housing legislation and regulatory requirements.
  • Lead the delivery of the housing management service with commitment, vision, and leadership.
Requirements:
  • Demonstrable successful change management experience in housing or a related field.
  • Working knowledge of housing and relevant legislations, including developments.
  • Experience in housing management of general needs and independent living types of accommodation.
  • Delivery of significant corporate and service-specific projects combining cross-cutting areas.
  • Involvement in partnerships with local authorities, community/voluntary sector, and statutory agencies.
  • Innovation in response to new housing requirements and circumstances, converting ideas into practical actions.
  • Commitment to the Council's values and Equality and Diversity objectives, considering diverse needs in service delivery.
  • Knowledge of procurement and contract monitoring.
  • Ability to work within the Council's financial guidelines.
  • Ability to manage projects.
  • Good understanding and experience of IT systems utilised within the housing management fields.
  • Membership of the Chartered Institute of Housing or equivalent body.
