Strategic Commercial Manager - Clinical Services Division

The Commercial Delivery team is accountable for all NHS England's commercial operations related to third-party expenditures, encompassing all phases of the commercial lifecycle such as Market Management, Commercial Strategy, Procurement, Contract Oversight, and Strategic Supplier Relationship Management.

This team manages a substantial portfolio, overseeing over 4,400 active contracts with a cumulative lifetime value exceeding £14 billion, alongside a pipeline of more than 2,000 procurements estimated at over £11 billion. This represents one of the most extensive and intricate commercial portfolios within the government, providing team members with the opportunity to engage in high-value and complex commercial delivery that positively influences patient care.

The Strategic Commercial Manager within the Clinical Services Division is ideal for an individual with experience in contract oversight and commercial operations, eager to drive strategic and beneficial commercial results for various Directorates while managing intricate commercial agreements.

This position is crucial within the NHS England Commercial Delivery team, responsible for managing key contracts and ensuring compliance with the NHS England Contract Management Framework.

Key Responsibilities

Overseeing a portfolio of complex and strategically significant contracts and suppliers throughout the commercial lifecycle. Evaluating contract performance, deliverables, and obligations, holding suppliers accountable for any shortcomings. Offering commercial insights and guidance to colleagues in program and business sectors managing contracts. Assisting the Commercial team and broader stakeholders in identifying and addressing commercial risks and issues promptly and effectively. Enhancing commercial knowledge and expertise within your area of responsibility. Collaborating closely with colleagues across NHS England, fostering trusted relationships and ensuring early engagement of the commercial team throughout the commercial cycle. Developing and maintaining a comprehensive understanding of relevant markets and business contexts pertinent to the category to inform and support the creation of commercial strategies.

Qualifications

A master's degree or equivalent experience at a senior level in a specialized area. MCIPS accreditation or equivalent level of experience. IACCM Expert status or equivalent level of experience. Proven specialist knowledge across multiple disciplines and commercial practices.
