The role involves assisting the Finance Director and the broader finance team in delivering financial oversight and operational management support to effectively achieve the organization's objectives.
- To act as a deputy for the Finance Director during periods of absence and provide support across various financial portfolios, ensuring effective management of priorities and workloads.
- To inspire and develop team members, ensuring clarity in objectives and that individuals possess the necessary skills and competencies to meet performance expectations.
- To facilitate the detailed requirements of the annual budgeting process, ensuring timely and accurate budget formulation and contributing to medium-term financial planning and strategy execution.
- This role will encompass providing sound financial and business advice regarding internal financial policies, funding options, and compliance with relevant regulations.
- To prepare, review, and enhance statutory financial statements in accordance with established accounting standards.
- To collaborate with both internal and external auditors to ensure compliance with audit requirements and timely implementation of recommendations.
- Previous experience with computerized financial management systems is essential.
- Proven track record in developing and implementing financial management strategies and policies.
- Experience in providing financial management support to various stakeholders is required.
- Proficiency in data analysis using various methodologies to generate management insights is necessary.
- Experience in preparing statutory financial statements and managing year-end processes is essential.
- Familiarity with treasury management functions, including investment analysis and scheduling, is required.
- Knowledge of financial operations within public sector organizations is essential.
- Understanding of strategic financial planning and risk management principles is necessary.
- Familiarity with International Financial Reporting Standards and Financial Reporting Standards is required.
- Knowledge of corporate governance and financial regulations is essential.
- Understanding of treasury management techniques and controls is necessary.
- Evidence of ongoing professional development is required.
- Proficiency in computer applications, including data analysis tools, is essential.
- Level 1 Welsh language skills are required (training will be provided). Higher proficiency in Welsh is desirable.
