Position Overview

We invite you to consider the role of Chief of System Innovation at NHS West Yorkshire Integrated Care Board, where you will spearhead the formulation of our strategic vision aimed at enhancing the well-being of individuals within our community.

In this pivotal role, you will engage both strategically and operationally to ensure the successful collaboration among our stakeholders, including the West Yorkshire Integrated Care Board and the Integrated Care System.

As a vital member of the executive team, you will provide guidance and oversight in realizing our collective mission, which is supported by all essential partners.

The ideal candidate will possess a comprehensive understanding of the strategic, operational, political, and economic dynamics affecting health and social care, along with substantial experience in senior leadership roles within complex organizations.

Your primary focus will be to deliver comprehensive leadership for the health and care initiatives within our district, working collaboratively with partners to foster a coordinated and integrated approach to enhancing the health outcomes of the population we serve.

You will be responsible for overseeing the execution of various transformation initiatives for the Health and Care Partnership, as well as primary and community services, ensuring improved health and care outcomes for our community. Job Responsibilities

Reporting to the Accountable Officer, the Chief of System Innovation will lead the development of our vision for fully integrated care pathways for all population and care groups. This role entails ensuring alignment with the aspirations and plans of all relevant partners and the strategies of the West Yorkshire Integrated Care Board.

You will be accountable for providing overall leadership for the Health and Care Partnership's priority and enabling transformation programs, collaborating with partners to enhance a coordinated approach to improving the health of our community.

Additionally, you will oversee the development and delivery of high-quality primary and community services, ensuring better health outcomes while promoting independence and prioritizing the interests of patients and the community in all discussions and decisions. You will work closely with various stakeholders to assure and enhance the quality of primary care services for residents.

You will also be responsible for building partnerships and collaborating with system leaders, including local authorities, public health, primary care, and community organizations, to effect meaningful transformational changes for the population.

The Chief of System Innovation will articulate a vision for fully integrated care pathways, ensuring that integrated teams adopt a continuous improvement approach. You will collaborate with colleagues to develop program boards as commissioners of care, utilizing data and insights to identify and drive transformation.

As a member of the Integrated Care Board, you will share responsibility for resource planning and management to meet the requirements of integrated care systems, thereby supporting the mission of the West Yorkshire Health and Care Partnership:

  • To enhance outcomes in population health and healthcare while reducing health inequalities;
  • To address disparities in outcomes, experiences, and access, managing unwarranted variations in care;
  • To improve productivity and value for money, utilizing our collective resources wisely;
  • To assist the NHS in supporting broader social and economic development, securing the benefits of investing in health and care.

The Chief of System Innovation will be responsible for developing and implementing our collaborative commissioning approach, supporting the achievement of our strategic objectives.

You will set the tone within the organization and the broader system, providing exemplary professional, compassionate, inclusive, and corporate leadership across the NHS and the health and social care system to ensure the highest standards of healthcare for the population.

As a credible leader, you will engage with professional networks across the Integrated Care System and regionally to provide collective leadership, participating in peer review and challenge to enhance overall practice and ensure shared learning.

You will uphold the principles of public life, the standards for NHS Boards, and the competencies outlined in the NHS Leadership Framework.

A regular on-call commitment will also be part of this role.

Experience Requirements

Essential

  • Executive-level experience with specialized knowledge in primary care and at least one additional discipline, such as finance or operational delivery.
  • Proven experience in managing sensitive situations with stakeholders and navigating relationships with media, regulators, and political entities.
  • Significant experience in analytical thinking, anticipating challenges, and employing analytical techniques to identify multiple solutions.
  • Demonstrated leadership and influencing skills, fostering compassionate cultures where individuals and teams thrive.
  • Ability to manage sensitive matters, difficult conversations, and conflict resolution involving staff, stakeholders, and the public.

Desirable

  • Additional specialized knowledge in performance management, information systems, and staffing through training and experience.

  • Qualified to Master’s level or possess equivalent knowledge and experience.
